Job Description: Zoning and Permitting Specialist
Overview:
Responsible for preparing and submitting entitlement applications, permits, and agreements required for the installation of communications facilities on utility poles, fiber, and related infrastructure. This role involves regular coordination with local governments and a thorough understanding of municipal codes, ordinances, and permitting processes.
Key Responsibilities:
- Prepare and submit zoning and permitting applications; monitor application progress and respond to jurisdictional requests for additional information.
- Collaborate with the design team to produce permit drawings and construction documents for nodes, power, and outside plant construction.
- Maintain timely system updates and clear communication with internal and external stakeholders.
- Lead entitlement discussions in weekly customer meetings; serve as a subject matter expert on state and local telecommunications regulations and municipal codes.
- Understand and articulate details of federal wireless facility deployment legislation, including Section 6409(a) and related FCC Orders.
- Act as liaison between internal teams to ensure compliance with permitting conditions throughout project construction phases.
- Track and report zoning and permitting costs; ensure reimbursable expenses are properly billed, collected, and reconciled.
- Participate in pre-project planning meetings at the district and area levels.
- Ensure permit packages meet local and state requirements; coordinate permit closure at the end of construction.
- Build and maintain relationships with municipal stakeholders such as code enforcement staff, building inspectors, planning and zoning commissions, and neighborhood groups.
- Represent the organization at municipal meetings to obtain necessary zoning approvals.
- Manage compliance with municipal conditions of approval for site installation and maintenance.
- Support legal and project teams by reviewing access rights, permitting issues, and deployment strategies.
Qualifications:
- Bachelor's degree in Business or related field, or equivalent work experience.
- Juris Doctorate from an accredited law school may be considered in lieu of experience.
- Preferred: Experience in zoning, permitting, or the wireless industry.
Experience:
- Minimum of 2 years in a municipal planning, zoning, land use role, or related experience in the wireless or comparable industry. Relevant military experience also considered.
- Familiarity with corporate environments and team-based workflows.
Skills & Abilities:
- Strong knowledge of planning and zoning regulations and their impact on site development.
- Confident presenting to public and governmental audiences.
- Skilled in preparing zoning applications and supporting documentation, including public hearing materials.
- Understanding of construction standards, plans, terminology, and surveys.
- Ability to manage multiple tasks and projects effectively.
- Strong problem-solving and analytical thinking abilities.
- Proficient in interpreting contracts, agreements, and title documentation.
- Excellent attention to detail and communication skills.
- Willingness to travel to local governments and municipalities as required.
Salary : $36 - $41
