What are the responsibilities and job description for the Budget Analyst position at Niagara Falls Memorial Medical Center?
NATURE AND SCOPE: Adequately prepares operating and capital budgets for the Medical Center, and Schoellkopf Health Center. Monitors reported results for adherence to budget parameters. Also, prepares the annual cost reports for filing to Medicaid and Medicare and coordinates DSH and audit reviews.
COST REPORTING FUNCTIONS
- Overall responsibility for completion and coordination of annual cost reporting filings.
- Prepare various cost report expense schedules for Medicare and Medicaid Cost reports such as: re classes, recoveries, physician adjustments, etc.
- Prepares various B-1 stats for cost reports
- Coordinates with Information Technology staff (IT) the capture of patient level detail FOR utilization statistics needed for cost reports (patient days, discharges, visits etc.)
- Coordinate the filing of Medicare bad debt and charity care costs with patient accounting staff.
- Submits the annual DSH reporting tools for Medicare and Medicaid.
- Reconciles the DSH paid claims data received from NY State DOH with internal data.
- Assists Revenue Accountant in verifying collection percentages used for developing net accounts receivable.
- Work closely with Revenue Accountant on update of Med asset contract manager system.
- Review monthly inpatient and outpatient net revenue schedules with CFO as prepared by revenue accountant.
- Coordinate third party audits and files Appeals for Medicare and Medicaid as needed.
BUDGET ANALYST FUNCTIONS
- Prepare and distribute monthly statistical summary data collected from Departments managers to Administrative team.
- Prepare and distribute pay by pay full time equivalents reports with payroll dates for the use by department managers.
- Prepare, review and distribute monthly budgets to actual reports
- Maintain consistent automated process to provide all Medical Center departments with tools and historical information to prepare annual budgets.
- Assist Department managers with monitoring and investigating budget to actual variances.
- Educate departments on use of budget tools and availability of adhoc information to prepare department budgets.
- Accumulate and summarize budget to actual variances on a monthly basis for use in preparing board Presentations for both Medical Center and nursing home.
Requirements:
Education: Bachelors of Science in Accounting
Experience: Four years of accounting experience required and minimum of two years’ in cost reporting and budgeting. Strong analytic ability; i.e. the ability to interpret data and draw conclusions. Strong interpersonal, communication and organizational skills. Experience with using budget system applications as well as spreadsheet software i.e., excel and web based software.
