What are the responsibilities and job description for the CAPITAL BUDGET ANALYST position at Niagara Frontier Transportation Authority (NFTA)?
WORK OBJECTIVE
This position performs highly responsible budget analysis work involving assistance with the preparation and maintenance of the annual capital budget, completing capital budget performance and status reports, and maintaining and analyzing current capital projects. Work is performed within established policies, guidelines, and procedures. Work is performed under the supervision of the Director of Budget. Assignments are performed with considerable independence, requiring the exercise of discretion, sound judgment, and initiative.
ESSENTIAL FUNCTIONS

· Assists in the preparation and analysis of the Authority’s annual detailed capital budget.
· Assists in the preparation of the Authority’s annual five-year capital budget plan.
· Maintains and analyzes capital budget performance data.
· Researches and assembles various types of statistical data.
· Prepares monthly and quarterly year-to-date capital project performance and status reports.
· Interfaces with all departments to maintain capital adherence and to develop budget needs to meet Authority goals.
· Assists management and staff to analyze and close out capital projects.
· Performs additional duties and tasks as assigned.
KNOWLEDGE, SKILLS and ABILITIES
Knowledge of accounting and budget analysis principles, practices and procedures. Knowledge of laws and regulations governing budgeting and financial operations. Ability to organize and clearly present oral and written reports of findings and recommendations concerning financial, statistical, and management studies. Ability to isolate and analyze significant trends from detailed records/financial data. Ability to establish and maintain effective relationships, as necessitated by work assignments. Considerable skill in the preparation and monitoring of large complex operations and capital improvement budgets. Working knowledge of computerized financial management, accounting, budget, and data processing systems including but not limited to Ellipse, Lawson, Tableau, PowerBI, Crystal Reports and Microsoft Office.
MINIMUM QUALIFICATIONS
A Bachelor's degree in Accounting, Business Administration or related field, and three (3) years’ experience, or an equivalent combination of education, training and experience.
