Position Overview
Ning Solutions is seeking to recruit and hire a talented professional for the role of Human Resources Policy, Planning, and Analysis Support Specialist to support The Naval Surface Warfare Center Philadelphia Division in our Human Capital Portfolio. This role is instrumental in helping our clients achieve their mission objectives efficiently and effectively. This position will be hybrid, requiring 50% in-office presence and 50% remote work. Position Title
Human Resources Policy, Planning, and Analysis Support Specialist
Summary/Purpose of the Position
The Human Resources Policy, Planning, and Analysis Support Specialist will provide routing HR policy explanations, database management, document analysis, and various administrative and technical tasks to ensure the effective operation of NSWCPD’s HR programs.
Key Responsibilities
- Provide answers to recurring employee questions and routine HR policy explanations.
- Reveiw HR laws, policies, rules, and procedures and provide informational support to applicants, employees, HR Advisors, and Administrative Officers (AOs).
- File and track course completions and employee relations case files.
- Provide information on benefits, entitlements, awards, leave policies, telework policies, and performance management systems.
- Prepare inputs, edits, and updates in HR databases.
- Utilize and update various systems for data entry and report generation, inclduing;
- Defense Civilian Personnel Data System (DCPDS)
- My Performance Tool
- Total Workforce Management System (TWMS)
- Navy-Enterprise Repository Program (N-ERP)
- Defense Civilian Pay Systems (DCPS)
- USA Staffing
- Employee Verification System (E-Verify)
- And other internal HR tools
- Scan, copy, gather, summarize, and analyze documents.
- Develop forms and correspondence related to HR functions.
- Maintain official records for various HR programs in compliance with NSWCPD’s records management policy.
- Provide administrative support for audio-visual and communication capabilities for HR programs.
- Document processes, initiate, and facilitate meetings, capture metrics, schedule activities, and coordinate across internal and external organizations.
- Review HR forms and job applications for completeness.
- Distribute and track HR action requests.
- Provide monthly status reports (A001).
- Receive and coordinate supply requests with acquisition POCs.
- Assist HR specialist with drafting correspondence, memos, slides, position papers, and news articles.
Job Analysis
- A minimum of 3 years of HR experience in relevant areas, including labor relations, employee relations, or human capital management.
- High school diploma or GED required.
- Intermediate proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
- Familiarity with HR databases and reposting systems is a plus.
- Strong organizational and multitasking abilities.
- Excellent verbal and written communication skills.
- Attention to detail and accuracy in handling administrative tasks.
