This is a full-time, administrative-level position. 8 : 00 AM-4 : 30 PM, Monday-Friday, plus as needed.
This position qualifies for $4000 hire-on bonus
Specific Duties and Responsibilities :
Oversee all program areas to include Residential Services, Day Services, and Program Coordination.
Directly supervise Residential Managers, Day Services Team Leader, and Program Coordinator Team Leader. Hire and fire for these positions.
Complete performance evaluations according to agency policies.
Complete overall supervision of the "Program of Care" of all persons receiving residential services from the agency.
Know the regulations and standards for the following services.
- Home & Community-Based Services – All waivers provided by the agency. Including Habilitation Services.
- Supported Community Living Services
- Residential Care Facilities as established by the Department of Inspections & Appeals / Department of Health
Work with the Quality Control Specialist to complete the recruitment of new clientele on an ongoing basis. Market to potential referral sources. Assist with maintenance of waiting lists for all service areas. Act as the central point of admission for all potential admissions.
As necessary, develop and implement policies and forms specific to all service areas.
Interpret and enforce all Nishna Productions, Inc., policies and procedures. Assist in the development and writing of agency policies and procedures.
Ensure that the medical needs of all persons receiving services are met, and that health professionals' recommendations are implemented by staff in all service areas.
Participate in and cooperate with agency investigations. Assist with conducting investigations when instructed by the Executive Director.
Ensure that staff implement training and support programs for the individuals’ receiving services, and that data collection takes place.
Act as a liaison between the agency, potential referral sources, i.e., IHH, HHS / MFP Case Managers, Managed Care Community Care Coordinators, and any other funding sources.
Act as a liaison between the agency and parents and / or guardians.
Oversee all disciplinary procedures for all staff in service areas under direct supervision. Be informed of performance concerns and employee strengths.
As requested, participate in providing information and testimony for unemployment compensation claims.
Be involved in the development of any staff intervention plans for individuals. Ensure Human Rights Committee approval for potentially aversive programs. Ensure implementation; follow through, documentation, and follow-up of any programs.
Always practice positive risk management practices. Provide leadership and guidance to all staff in program areas in risk management.
Keep in touch with current trends in rehabilitation and residential and day programs. Implement where possible. Actively participate in positive community public relations.
Act as a member of Management Team. Assist with the program, philosophy, and policies and procedures for all areas of services of Nishna Productions.
Spend time in all sites getting to know staff and the individuals' receiving services. If necessary, assist with coverage of direct support shifts.
Guide Residential Managers and Team Leaders in the completion of training for direct support staff. Serve as a member of the training team, conducting components of orientation and training on specific topics to new staff in all departments.
Serve on various agency committees.
Collect demographical data on individuals receiving services. Complete Quality Benchmarks reports on a bi-annual basis.
Assist Executive Director in expansion of programs. Plan and organize new programs. Write documents as required, i.e., service descriptions. Develop staffing patterns, etc.
Be available to individuals receiving services as requested and necessary. Counsel and aid individuals and families requiring assistance of the agency.
As necessary, participate in staffing's involving individuals receiving services.
Must be willing to work with individuals who have behavioral disorders which may result in the display of an aggressive outburst of a physical nature.
Maintain corporate compliance in all agency operations and business practices.
Know Drug & Alcohol Testing policies and procedures.
Be “on-call” for contacts 24 hours per day, unless on an approved absence from work.
Handle any other duties as assigned by the Executive Director.
Essential Functions :

Implement and maintain accreditation standards and licensure standards for all agency services, including Home & Community-Based Services, RCF Group Homes, Community Support Programs / Supported Community Living Services, Community Integration (Day Habilitation), and Services Coordination.
Work with the Quality Control Specialist to manage all referrals, admissions, and terminations for all service areas.
Supervise staff. Complete performance evaluations per policy guidelines. Responsible to hire and fire for positions under direct supervision.
Responsible to participate in disciplinary actions and terminations for staff in all areas of oversight.
Know and enforce all agency policies. Write policies and procedures as assigned.
Complete all required correspondence, forms, and reports as needed and requested.
Represent the agency to the public, including persons served, referral sources, funding sources, licensing agencies, and parents and guardians.
Be an active participant on various agency committees and teams. Facilitate meetings, if necessary.
Drive regularly to various locations for contact with persons served, staff contact, meetings, etc.
Have an active role in teaching and training staff on how to complete their jobs.
Be flexible in handling assigned job duties. Be flexible in hours worked. Be available to work when necessary.
Nishna Productions exists to serve the needs of persons with disabilities. Frequently, these persons have behavior disorders, which may result in the display of aggressive outbursts of a physical nature. The person served may or may not be able to control these episodes. Each employee is required to physically assist in dealing with these behaviors if the situation warrants it.

Every employee / volunteer of Nishna Productions, Inc. is on a need-to-know basis regarding the Protected Health Information (PHI) of the individuals they serve. Therefore, a security clearance level is assigned for each job description, and those security levels are allowed access only to the information required to complete the duties in each position.
This position is a Level Six security level.
Requirements :
Prefer : MS / BA in social work or related human services field.
Prefer : Ability to meet the requirements of Department of Inspections and Appeals regulations for RCF Administrator
Prefer : Previous experience and knowledge of accreditation standards, such as those of the Commission on Accreditation Rehabilitation Facilities, and the accreditation standards for the Home & Community-Based Services Waiver services offered by the agency.
Must have demonstrated knowledge of licensing standards for Residential Care Facilities for the Intellectually Disabled, including waiver home standards.
Six years’ experience in residential service provision to MH / ID / DD clientele, with at least four years in a supervisory capacity.
Exhibit strong leadership abilities. Exhibit ability to guide and direct other staff members.
Must demonstrate above-average written and verbal communication and listening skills.
Have the ability to meet and work with the public.
A professional and personal image and attitude is needed to represent persons served and the agency itself.
