Scope of Eligibility
Open to permanent employees who work for the Division of Science and Research and meet the requirements below.

Description
Under direction of a division director in a state department, or the head of an agency, institution, or college, acts as staff and representative responsible for assisting in the execution of division, agency, institution, or college functions through the implementation of policy and the development, management, and/or control of plans, programs, and operations by employing accepted modern techniques of management; does other related duties as required.

Preferred Skill Set
Knowledge of organization, responsibilities, functions, budget, and operations of the division; ability to plan, initiate, and execute initiatives within the division; ability to work cooperatively with other divisions and/or departments, and the public; ability to perform and implement modern budget practices, procedures, and analyses; ability to plan, carry out, and report on assigned activities; and ability to prepare clear reports containing findings and recommendations.

Requirements
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.  
  
Eight (8) years of professional experience in program management with responsibility for planning, organizing, coordinating, staffing, reporting, and/or budgeting, or in assisting an executive with program development and/or implementation.

OR

Possession of a bachelor’s degree from an accredited college or university; and four (4) years of the above-mentioned professional experience.

OR

Possession of a master’s degree in Personnel Administration, Public Administration, Business Administration, or Psychology; and three (3) years of the above-mentioned professional experience.

License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency
All persons newly hired on or after September 1, 2011, have one year from the date of employment to establish, and then maintain principal residence in the State of New Jersey subject to the provisions of N.J.S.A. 52:14-7 (L.2011, Chapter 70), also known as the “New Jersey First Act”.
