We are looking for a Director, Rail Capital Programs & Administrations to join our team!
Summary: The Director of Rail Capital Programs & Administration is responsible for overseeing and managing various capital programs related to rail transportation. This includes coordinating and administering budgets, contracts, and procurement processes. They also provide guidance and support to project managers and ensure compliance with regulatory requirements. Additionally, the Director may be involved in strategic planning, performance monitoring, and reporting on the progress of rail capital projects. Strong organizational, analytical, and communication skills are essential for success in this role.
Roles and Responsibilities
- Directs the development, preparation, and monitoring of all Rail reimbursable programs and project budgets and their funding.
- Produces a monthly statement detailing how capital funding is allocated to individual projects and programs. Advises the Sr Director as to the availability of funding for new purchases. Monitors spending and receipt of funds and manages capital cash flow.
- Directs Rail Project Managers in the preparation of Federal Transit Administration (FTA) quarterly reports. Reviews, ensures consistency, makes recommendations, and submits official Rail position and response.
- Manages the development and implementation of project control through qualitative and quantitative analysis within the framework of a Rail Engineering and Equipment capital project reporting system monitoring program/project progress, status, issues, compliance, financial activity, labor activity, commitments.
- Directs the development and preparation of the Rail Annual and Ten-Year Capital Program and annual application for capital funding.
- Directs all Rail Project Managers in maintaining accurate data on project planning, scheduling, expense, and control.
- Coordinates with and monitors the Mechanical Department on Capitalizable Operating - specifically Associated Capital Maintenance (ACM) and Capital Maintenance.
- Complete and submit multi-color forms. Create/update tasks in CPAS.
- Review and resolve over-budget reports from CP&A Dept.
- racks and analyzes the interaction between Rail Operations capital budget and its interaction with the operating budget
- Assists in FTA Triennial Review process.
- Supervises, trains and counsels assigned staff. Delegates assignments and ensures accurate and timely completion of work assignments.
- Ability to take on Ad-Hoc projects as requested.

- Principal Rail Capital Financial Analyst
Education, Experience and Qualifications:
Minimum:
- Bachelor’s Degree in Accounting, Finance, Business/Public Administration, or related area
- Ten (10) years of progressive experience in the development, preparation, implementation, and financial control of Capital Projects.
- Five (5) years of management level experience.
Preferred:
- Master’s degree
- Public sector experience
- Large Organization experience
Knowledge and Skills:
- Solid understanding of Accounting and Finance fundamentals. Expert knowledge of MS Office Software (Excel, Access, PowerPoint), etc. required. Leadership ability – manage and motivate employees.
- Interpersonal skills that allow individuals to communicate effectively (written/oral/presentation) with all levels of management staff required.
