Project Management / Technical Oversight

The Program Manager is a senior manager responsible for coordinating the management of work performed under BPA Calls issued on this award. The Program Manager is ultimately responsible for coordinating the efforts of subcontractors, team members, vendors, etc. The Program Manager shall act as the central point of contact with the Department and shall have the full authority to act for the Contractor in the performance of the required work and services under all BPA Calls.
The Program Manager works independently or under the general direction of the Contractor’s senior-level business management on all phases of performance, including BPA management, BPA Call management, coordination of resource needs, coordination with corporate resources and management, and has direct accountability for the technical correctness, timeliness, and quality of deliverables.
The Program Manager shall have broad and deep knowledge of the IT industry, Agile Project Management best practices, PMBOK (project management body of knowledge), business administration, and human resource management. It is strongly encouraged that the Program Manager be a Project Management Professional (PMP) certified.
The Program Manager shall have excellent oral and written communication skills. The Program Manager shall ensure that the Contractor has the capability of performing all the work.
The Program Manager will have the following qualifications.
- Senior individual with more than 15 years of IT experience of which more than 10 years of relevant experience leading large, complex Federal IT projects.
- Experience overseeing projects or programs involving low-code information management systems, such as Microsoft Dynamics 365 Online.
- Possesses industry-recognized Agile certification, such as Certified Scrum Master.
- Experience organizing, directing, and coordinating the planning and production of development and testing activities associated with all aspects of low-code solution development.
- Must display excellent written and oral skills with demonstrated interpersonal and organizational abilities.
- Solid experience and ability to estimate the level of effort required to deliver a complex solution.
- Strong analytical and conceptual skills; ability to create original concepts/theories.
- Ability to analyze project needs and determine resources to meet objectives and solve problems.
- Must meet or exceed basic DOJ suitability requirements for entry on duty (EOD).
