Position Title: Juvenile Case Manager
Starting Rate: $30.46/hour
FLSA: Non-Exempt
FTE: Full-time 1.0
Reports To: Juvenile Detention Manager
POSITION SUMMARY
The Case Manager / Program Coordinator at NORCOR Juvenile works in collaboration with the Juvenile Detention Manager and the Detention Supervisors to develop and implement case management and programmatic schedules for youth placed in detention, the 30-day CSC program and the YCC program.
This position coordinates information, services and planning within the facility and with county juvenile departments and the Oregon Youth Authority.
MINIMUM ESSENTIAL FUNCTIONS
A person employed in this position must possess the capability to perform the following duties. · Responsible for the implementation and coordination of activities for the Youth Care Center within the NORCOR juvenile detention facility.
· Review program referrals, manage and lead reviews with stakeholders, and coordinate services identified in case plans.
· Documentation of activities, groups, and interventions in the Oregon Juvenile Justice Information System and communicate regularly with juvenile department and Oregon Youth Authority.
· Complete Risk/Needs assessments and screening instruments when indicated. Deliver direct services, case management and group intervention within the juvenile detention facility.
· Provide case management services that include the development and implementation of reentry and transition planning utilizing community providers and services.
· Develop and implement incentives/practices that encourage the youth offender population to participate in indicated programming.
· Responsible for forming partnerships with key community stakeholders where appropriate that aid in the reentry and transition the youth into their next placement. Develop strategies that allow for Community in-reach of those providers and services that aid in the reentry process.
· Engage juvenile detention staff in programming and problem-solving with youth to create a positive custody environment.
· Other duties as assigned.
EDUCATION AND/OR EXPERIENCE
· Bachelor’s Degree in Social Work or a related field i.e. human services, health or education or in the process of obtaining the degree to be awarded within one (1) year.
· Direct experience in the care and supervision of justice involved persons is highly desirable.
· Strong problem solving and group work leadership skills.
· Effective oral and written communication skills.
· Ability to interact with people of all ages and cultural backgrounds.
· Ability to work independently and as part of a team.
· Ability to work flexible hours.

WORK ENVIRONMENT
Jail and Detention facilities are unique by nature. Communications may be by electronic means, requiring visual and audio queues and codes. The noise level in the workplace is usually moderate but is unpredictable and can escalate to a loud level of abusive verbal sounds and terminology.
The level of security is usually secure, but there could be situations where the safety of the employee could be compromised, or the potential of a hostage or threatening situation may be present.
There may also be the presence of various potentially contagious bacteria or viruses as well as the possibility of blood borne pathogens.
