What are the responsibilities and job description for the Regional Director of Food Services for Norfolk Plainville and Wrentham Elementary position at Norfolk Public Schools?
To provide a self-supporting food service program that is of high quality and meets the United States Department of Agriculture (USDA) and Massachusetts Department of Elementary and Secondary Education (MA DESE) guidelines for food service programs in the elementary school districts of Norfolk, Plainville, and Wrentham, Massachusetts.
Performance Responsibilities:
A. Manages the district food services program according to federal, state, and local requirements.
1 Effectively oversees all school food service programs. Monitors compliance with all federal, state, and local requirements
2 Promotes the fiscal stability of the district food service program
3 Actively seeks grants and alternate funding sources; effectively implements and utilizes resources
B.Works with food service managers to plan and evaluate nutritionally sound menus.
1 Monitors the school meal pattern
2 Plans menus with Food Service Managers
3. Ensures that nutritionally equivalent substitutions in menus within guidelines
4 Regularly assesses food acceptability and food waste and uses findings for future menu planning
5 Modifies recipes to meet the dietary guidelines
6 Communicates the importance of food to the health of people served
7. Promotes and participates in nutrition education services
C.Responsible for ordering, receiving, storing, and handling food products according to established standards. Initiates and
coordinates the bid process for food service products and services.
1 Receives food and non-food supplies by state specifications and verifies invoices against original orders and
actual receipts
2. Follows procedures for inspection of goods received for quality specified and for the return of unacceptable goods
3 Sees that all food and non-food supplies are stored by recommended storage requirements
4. Directs the use of accepted procedures in the preparation of all foods to ensure palatability and nutrient content
5 Ensures the use of recommended methods in measuring or weighing ingredients
6 Ensures the use of standardized recipes in food preparation
7 Sees that standardized recipes are converted as needed
8 Provide instruction in the proper use of all equipment
9 Ensures food leftovers are effectively utilized
10Follows established procedures for emergencies
D.Ensures that sanitation and safety practices in all school food service operation phases meet established standards.
1 Monitors procedures for maintaining safe and sanitary conditions in the storage, preparation, and service of food
2 Monitors the use of basic procedures required for the cleaning and sanitizing of work areas, utensils, and equipment
3 Monitors routine cleaning schedules and checkup systems that comply with requirements as specified under local, state, and
federal laws/regulations
4 Enforces standards of personal hygiene and grooming, including dress, appearance, habits, etc. among staff
5 Identifies potentially hazardous areas and takes appropriate preventive measures
6 Informed in the use and operation of life safety equipment (fire extinguishers, etc.) and ensure staff is fully trained
7 Monitors accidents and refers potential safety hazards to school and district administrators
8. Ensures that food is thawed, served, and held at the correct temperatures
9 Inspects refrigeration and freezer units regularly
E. Establishes and maintains a system of accountability
1 Prepares and maintains required records for the district’s operation of food services
2 Monitors approved procedures for cash collection, prepayments, and ticket charge sales
3 Ensures proper distribution, control, and security of all financial transactions
4 Monitors and maintains accurate meal cunts reports by category (free, reduced-price, paid, etc.) to be in effect
5. Ensures that daily menu and food production records are prepared
6 Maintains system for recording invoices and preparing personnel forms, timesheets, and accident forms
7 Processes eligibility applications and ensures timely and effective communication of findings to Food Service Managers and
school staff
8 Prevent discriminatory practices
9 Protects the identity of students receiving free and reduced-price meals
10 Responsible for cash deposits and records for the Town Treasurer and Town Accountant
11 Prepare bill schedules for the food service program
12 Prepare monthly and final budget reports
13 Prepare bids as necessary
14 Tabulate statistical data for local, state, and federal agencies
15 Prepare reports for and present to the School Committee bi-annually
26 Provide the School Business Administrator with payroll data for the Food Service Program

G.Promotes student and staff satisfaction by merchandising and serving meals in an attractive manner

3. Monitors the serving line to ensure attractive service and a smooth traffic flow
4. Monitors use of appropriate serving utensils and portion sizes
H.Involves students, staff, and community in school food service activities
1 Coordinates initiatives with the Wellness Committee.
2 Relates to and communicates positively with staff and other departments
3 Implements procedures for practical cooperation between food service staff and teaching staff about student participation
in lunch, breakfast, and special feeding programs
4. Recognizes the importance and role of special functions as a public relations tool
5 Works with teachers, parents, and administrators in matters requiring cooperative effort
f. Promotes and arranges tasting parties, kitchen field trips, and classroom visits for students
6 Communicate concerns to an appropriate supervisor about policies and procedures relating to all food service employees
7 Implements departmental regulations and procedures
8 Identifies potential employee problems and takes appropriate action
9 Communicates needs of staff to school and district administration
