NRHA is an award-winning public housing authority that has been effective in obtaining private investment partners to fund new neighborhoods; improving low-income public housing; planning and building mixed-income communities; and offering programs that support residents receiving rental assistance on their path to self-sufficiency. NRHA seeks qualified candidates for Assistant Director of Client Services

Summary

The Assistant Director of the Client Services Department will lead efforts focused on achieving greater economic mobility and self-sufficiency, promoting youth achievement, and supporting aging in place. The position will be responsible for designing, implementing, and evaluating programs aimed at improving the quality of life for youth, adults and seniors. The role requires a combination of strategic thinking, program management, and community engagement skills to address systemic barriers and advance initiatives aimed at improving social, economic, and health outcomes for residents served by NRHA.

Essential Functions

Design, implement, and manage economic mobility programs aimed at increasing economic independence and self-sufficiency among residents.

Develop strategies and oversee comprehensive economic mobility programs including job readiness training, financial management workshops, educational advancement opportunities, and career development pathways.

Oversee the delivery of services and ensure alignment with organizational goals and objectives.

Organize community events and workshops that promote awareness of available services and resources. Engage residents in program development and feedback processes to ensure services meet the needs of the community.

Manage Client Services staff, providing guidance, support and professional development training opportunities to ensure high-quality service delivery.

Build and maintain relationships with local employers, training providers, educational institutions, and community organizations to access job opportunities, training programs, and other support services for residents.

Develop and track key performance indicators (KPIs) to measure program success and identify areas for enhancement.

Promote resident services initiatives within NRHA, advocate for policies and funding to support resident advancement, and educate the community on available resources.

Collect and analyze data, and prepare reports for funders, stakeholders, and leadership regarding program outcomes and financial impact.

Advocate for policies and initiatives that promote economic empowerment, address inequality, and improve access to economic opportunities and support services.

Perform other duties as assigned.

Education, Experience, and Licenses

Bachelor’s degree in social work, Human Services, Economics, Public Policy, Business Administration, or related field (master's preferred). Minimum of 5 years of experience in economic development, workforce development, or related social services. Proven experience in social services, workforce development, or community outreach programs, ideally with a focus on low-income populations.

Knowledge, Skills, and Abilities

Understanding of economic mobility strategies, financial literacy principles, barriers faced by low-income individuals, and relevant local workforce development initiatives.

Strong communication and interpersonal skills.

Leadership and team management capabilities.

Ability to lead and manage teams, coordinate activities, and build consensus among diverse groups.

Proficiency in data collection, analysis, and reporting to measure program effectiveness.

Physical Demands/Work Environment

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds. Job requires depth, color, and texture perception.

NRHA will consider equivalent substitutes for education and/or experience, provided that the candidate can demonstrate that he/she has obtained the knowledge and skill necessary to perform the duties of the job.
