Summary
Performs general building maintenance superintendent duties for an assigned housing community with less than 500 living units. Plans and schedules work assignments; supervises subordinate maintenance staff; manages the shop budget and inventory; and inspects completed maintenance work. Leads and assists staff on difficult maintenance, repair, or replacement assignments. Performs periodic emergency duty per established protocols.
Essential Functions
Manages maintenance shop operations for an assigned public housing community : identifies community preventive maintenance, repair, and replacement needs; develops and implements community maintenance program in consultation with property management; develops standard procedures for identifying repair priorities, inventory management, training, and other shop activities, develops and forwards annual budget for maintenance shop operations; evaluates results of programs; and takes corrective action.
Monitors and assures regulatory compliance and satisfactory ratings on Department of Housing and Urban Development (HUD) performance indicators; acts to assure satisfactory evaluations on Public Housing Assessment System (PHAS) indicators and other measures as assigned.
Provides general supervision of activities of maintenance shop staff to ensure effective and efficient operation of shop : may perform the full range of supervisory activities, including but not limited to assigning and coordinating work, acting on employee problems, and hiring, promoting, developing, disciplining, recognizing, and rewarding employees.
Processes work order documentation : receives, prioritizes, and assigns daily work orders to subordinate staff; reviews work orders for accuracy, following completion of assignment; records completed work orders; identifies and reschedules incomplete work; verifies inventory use; and maintains physical files of work orders; operates personal computer to enter work order, inventory control, and other data; and runs and prints reports.
Reviews community appearance and evaluates need for work : conducts visual inspection of community; identifies appearance issues and work assignments to resolve issues; determines staff assignment and work schedule; assigns staff to work; evaluates work results; takes corrective action as needed; and assures NRHA community standards are upheld.
Manages the maintenance shop inventory : performs inspection, requisition, and replenishment of inventory; monitors and controls daily use of stock inventory; and tracks requisition, use, and replenishment of inventory using personal computer.
Oversees vacant unit turnover procedures : receives work order for turning unit; assigns staff to prepare unit for residency; downloads vacant unit data into hand-held computer; conducts preliminary and final inspection of vacant units to determine fitness for residency; prepares a report of findings on all vacant units; prepares and submits estimate of the completion of maintenance turn-time; arranges for all necessary work and lock changes as needed; inputs data into computer for retrieval; schedules final inspection; and arranges for repairs identified in final inspection.
Leads or performs routine carpentry, appliance, electrical, heating, and ventilation repairs as needed; leads or performs difficult repair and maintenance projects at community; and trains lesser skilled staff in repair methods and techniques.
Secures units following resident evictions : receives eviction order; and arranges for property removal and for the changing of door locks.
Responds to property management and housing resident inquiries concerning community maintenance and repairs : investigates issues; and communicates response to inquiry verbally and / or in writing.
Plans, develops, organizes and implements maintenance support programs, including but not limited to the community-based preventive maintenance program and the resident self-help maintenance program : identifies program goals; plans program content and schedule; obtains resources for implementing program; implements program; monitors program to determine achievement of program goals; and takes corrective action as needed.
Assures proper maintenance and security of maintenance shop, shop offices, and equipment : inspects offices and shop; identifies maintenance and housekeeping issues; acts to assure proper maintenance and housekeeping of offices and shop; and acts to assure proper storage and security of tools, equipment, and supplies; and acts to assure proper operation of equipment, including but not limited to shop lathes, drills, saws, and golf carts.
Serves as emergency duty supervisor per assignment schedule : receives emergency / off-hours call; contacts mechanics; contacts property management as needed; may travel and visit work site; may direct work at site; and prepares forms and reports as necessary.
Performs a variety of administrative detail work, including but not limited to assuring the accurate completion of time sheets; assuring the accurate and timely submission of internal reports; interacting with vendors and contractors; and attending staff meetings.
Performs other related work as required.
Education, Experience, and Licenses
High School diploma or General Equivalency Diploma (GED). Completion of a vocational education program in building maintenance is preferred. Seven to ten years of progressively responsible experience in residential building maintenance, to include one year of supervisory experience. Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities.
Knowledge, Skills, and Abilities
Comprehensive and considerable knowledge of grounds, carpentry, plumbing, appliance, and electrical maintenance and safety procedures as they relate to the maintaining of housing; includes knowledge of equipment maintenance and first aid.
Operational knowledge of general management principles, its concepts, methods, and techniques.
Operational knowledge of stock room inventory management.
Operational knowledge to operate personal computer, standard office software (e.g., word processing and spreadsheet software), and maintenance software (work order and inventory control applications).
Literacy and mathematical skills in order to read instructions and directions of some complexity, and to perform simple arithmetic calculations.
Ability to understand and follow oral and written directions.
Skill in the operation of community used standard power tools, such as, but not limited to, a power drill and circular saw.
Oral and written communication skills in presenting comprehensive information regarding shop operations, of which some information may be technical in nature. Provides clear work instructions, composes technical reports, and responds to questions on a variety of job-related matters.
Human relations skills, particularly leadership, persuasive, and supervisory skills. The jobholder must have the capacity to deal effectively with a wide variety of individuals, including those who exhibit skepticism or who do not cooperate with the jobholder.
Analytical ability to diagnose common repair problems and determine a solution based on standard practices and precedents.
Ability to exercise independent judgment, estimate time to complete assignments, select work methods, determine if additional assistance is needed, and complete assignments without immediate supervision.
Ability to exercise independent initiative to identify and resolve unanticipated maintenance, repairs, and replacements.
Requires the ability to use small office equipment, including copy machines or multi-line telephone systems.
Requires the use or repair small to medium equipment and machinery.
Requires ability to be accountable for up to $500 of purchasing authority.
Physical Demands / Work Environment
While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and / or move up to 70 pounds. Job requires depth perception.
