NRHA seeks qualified candidates for Principal Heating and Plumbing Supervisor

Summary

Oversees heating, plumbing, HVAC, and appliance maintenance operations for public housing communities and NRHA-managed properties. Supervises skill trades staff.Performs and directs others in operating, maintaining, and repairing industrial boiler plants and associated equipment. Inspects finished, heating and plumbing work. Oversees the budget, inventory, and inspection of completed work for the heating and plumbing section. Performs routine contract administration and project cost estimation functions.Leads and promotes staff development. Responds to evening and weekend calls for heating, plumbing, HVAC, and appliance service


Essential Functions

  • Oversees heating, plumbing, HVAC, and appliance maintenance operations for public housing communities and NRHA-managed properties: coordinates staff work assignments for the heating, plumbing, and HVAC sections; coordinates assigned preventive maintenance, repair, and replacement operations; develops and implements system maintenance programs for heating, plumbing, and HVAC; develops and implements standard procedures for identifying repair priorities, inventory management, training, and other related section activities; evaluates results of programs and procedures; and takes corrective action as needed.
  • Maintains and operates HVAC systems, including heat pumps, gas packs, cooling towers, chillers, geothermal units, Direct Digital Control (DDC) systems, and VAV (Variable Air Volume) boxes.
  • Performs the full range of supervisory activities, including but not limited to assigning and coordinating work; acting on employee problems; hiring, promoting, training, developing, disciplining, evaluating, and rewarding employees.
  • Performs and directs others in operating, maintaining, and repairing industrial boiler plants and associated equipment: operates, maintains, and oversees repairs to preheat, heat exchanger, fuel oil, and piping systems; operates and oversees repairs and maintenance of pumps, burners, controls, mechanical controls, and pneumatic controls; operates and oversees maintenance of safety devices; oversees repairs and replacement of boiler tubes, temperature/pressure sensors, blowers, motors, and solenoids; operates and oversees maintenance and repairs of air compressors and associated systems; oversees repairs and replacement of couplings and seal/bearing assemblies in heat pumps; and troubleshoots and repairs e problems with boilers, power lines transformers, and other equipment as needed
  • Inspects finished heating and plumbing work to assure conformance with local and government building codes and safety requirements.
  • Designs, implements, and uses scheduling, budget, and cost-tracking systems for the administration of mechanical maintenance: establishes and implements scheduling, budget, and cost-management procedures; designs, develops, uses, and maintains work- and cost- tracking spreadsheets; prepares and submits annual section budget; monitors section expenditures to budget; acts on budget matters; and maintains scheduling, budget, and cost-management records.
  • Prepares technical specifications for work to be bid; reviews contract and RFP proposals; monitors contracts in progress; negotiates and mediates contract disputes; meets with product vendors and service contractors; approves/disapproves products and services.
  • Prepares and submits cost estimates for work, supplies, materials, and equipment; and maintains records/inspections of systems maintenance and repairs.
  • Plans, develops, recommends and implements complex heating and plumbing projects, providing cost estimates for completing project.
  • Monitors and coordinates work of heating and plumbing staff with contractors and other NRHA staff.
  • Prepares and presents a variety of oral and written reports; reviews, monitors, and analyzes work-related reports.
  • Leads and promotes staff development: delegates; provides training and counseling for employee growth; reviews, develops and updates job descriptions; develops, reviews, and updates performance evaluations standards; establishes and counsels employee on performance goals; monitors productivity, develops and tracks schedules; approves/disapproves employee merit raises; disciplines employees, reviews, disciplinary actions, documents disciplinary action, and approves promotion and demotions of employees.
  • Responds to evening and weekend calls for heating, plumbing, HVAC, and appliance service, following prescribed guidelines.
  • Performs other related work as required.


Education, Experience, and Licenses

  • Vocational technical training, apprenticeship, or similar education in heating, plumbing and/or HVAC trades work.
  • Ten to fifteen years of progressively responsible experience, or any equivalent combination of training, education, and experience.
  • Back flow prevention and device tester’s license/certification required.
  • Current and valid driver’s license required.
  • Personally owned heating and plumbing tools required.


Knowledge, Skills, and Abilities

  • Comprehensive knowledge of building and rehabilitation maintenance principles, concepts, methods, and techniques.
  • Comprehensive knowledge of U.S. Department of Housing and Urban Development (HUD regulations, City of Norfolk building codes and ordinances, and other related regulations.
  • General knowledge of management principles, concepts, methods, and techniques.
  • General knowledge of NRHA policies, procedures, and protocols.
  • General knowledge of budgeting, accounting, and reporting as it relates to construction management.
  • Comprehensive and current knowledge to repair, replace, maintain, and operate industrial, commercial, and residential boiler plant heating and associated systems, to include knowledge of heat circulating methods; combustion, heat transfer, and pneumatics operations.
  • Comprehensive and current knowledge of heating, ventilation, and air conditioning (HVAC) concepts, methods, and techniques.
  • Comprehensive and current knowledge of plumbing concepts, principles, mechanics, methods, and techniques; includes knowledge of safety standards and procedures related to plumbing.
  • Comprehensive and current knowledge of Board of Construction Administrators (BOCA) code of construction regulations, national gas fitter’s code, and local building codes and regulations.
  • Comprehensive and current knowledge to repair, replace, maintain, and operate HVAC systems, both commercial and residential, including heat pumps, gas packs, cooling towers, chillers, geothermal units, DDC systems, and VAV boxes.
  • Operational knowledge of personal computer and software for activity tracking, word processing, and electronic communications.
  • Ability to read, interpret and work from sketches, blueprints and schematics; maintain records, logs, and proper reports follow oral and written instructions analyze, evaluate and appropriately resolve problems and situation effectively; exercise sound judgment and self-control.
  • Ability to use technical manuals, manufacturer’s manuals, and special instruction to determine procedure for maintenance, repair, or replacement of parts in boiler heating systems.
  • Skill in forecasting staffing, material, and logistical requirements.
  • Skill in formulating, implementing, analyzing, and evaluating short- and long-term programs.
  • Skill in maintaining maintenance and machine operation records.
  • Skill in the use of precision measuring devices such as micrometers, calipers, and dial indicators; pipe fitting techniques and rigging setups for large components.
  • Human relations skills, including leading, communicating, counseling, negotiating, persuasive and supervisory skills. The jobholder must have the capacity to deal effectively with a wide variety of individuals, including those who exhibit skepticism or who do not cooperate with the jobholder.
  • Skill in diagnosing complex repair problems and determine a solution based on standard practices and precedents.
  • Ability to exercise independent judgment and initiative in the performance of complex operational activities to estimate time to complete assignment, select appropriate work method, determine if additional assistance is needed, and complete assignment without immediate supervision.
  • Physical ability to perform skilled work for extended periods under adverse conditions.


Physical Demands/Work Environment

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 60 pounds. The employee must be able to work under adverse weather conditions. Job requires depth, color, and texture perception
