Description Of Work

This position is located in Asheville (Buncombe County), NC.

Job duties for this position require driving a state vehicle. A valid driver’s license must be obtained by date of hire .

This position acts as the primary point of contact for addressing personnel matters in the Court Services area offices. This position needs strong communication skills and ability to explain critical programs and policies (eg. Annual Open Enrollment, Americans with Disabilities Act (ADA), Worker's Compensation, Short Term Disability, Extended and Long-Term Disability, Family Medical Leave (FML), Voluntary Shared Leave, Employee Assistance Program (EAP), Educational Assistance and others). This position will also benefit from a working knowledge of policies relating to grievances, disciplinary actions, etc.

Job Duties:

  • Assists with screening hiring packets, scheduling interviews, completing reference checks, mailing pre-employment information to selected candidates, completing final hiring paperwork and coordinating start dates and notifying appropriate personnel of such.
  • Responsible for creating, organizing, and maintaining all all personnel records for Integrated HR-Payroll System. (This includes maintaining position history files on all permanent positions according to DPS policy. )
  • Serves as the time administrator for the unit.
  • Position may be called on to conduct in-house training on the HR payroll system, New Employee Orientation, Benefits and other training as needed.
  • Position will have an opportunity to perform financial, accounting or payment processing/reimbursements at times when needed.
  • Communicating clearly in written and oral form.
  • Ability to travel to work locations in service area and across the state.
  • Ability to adapt work processes/assignments to changes in policy/procedures

Work Schedule:

This is a full-time position. Work hours for this position are Monday-Friday, 8AM-5PM.

To qualify for this position, applicants must demonstrate ALL of the following KSAs:

  • Experience planning and organizing workload to accomplish tasks
  • Experience using computer technology to produce needed forms, reports, and presentations
  • Experience analyzing employment data and take action/make recommendations
  • Experience working in high-volume work environments while maintaining accuracy and meeting deadlines

Management Preference: These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.

  • Knowledge of Division of Juvenile Justice and Delinquency Prevention employment standards and procedures
  • Knowledge of OSHR policies related to employment
  • Knowledge of Criminal Justice Standards requirements for Certified Job Classes

Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required;

or

2 years of progressive experience in Human Resources; or equivalent combination or education and experience.

Military Experience
