This Marine Fisheries Coastwide Programs Manager works directly with the Fisheries Management Section Chief to assure all goals and objectives for the coastwide programs and section are completed. The coastwide programs manager is responsible for the following essential duties for coastwide programs: direct supervision of one Biologist Supervisor, two Conservation Biologist IIs, and one Administrative Specialist and oversight of all biological data collection programs and section activities for coastwide programs; assist with development of management recommendations; draft proclamations for management; assist with section permits; serve as contact and spokesperson for the Division for coastwide programs involving extensive contact with fishermen, dealers, other state and federal agencies and the public; serve as liaison between fisheries management and Department of Information Technology (DIT); represent DMF on Atlantic States Marine Fisheries Commission and federal council committees as requested; serve as Rules Advisory Team member as requested; serve as staff on various Marine Fisheries Commission and Fishery Management Plan Advisory Committees as requested; provide management recommendations for coastwide programs and the Fisheries Management Section.
Key Responsibilities:
- The Coastwide Programs Manager sets priorities and has responsibility for each work unit within the coastwide programs, including the various lead biologists who implement the biological monitoring and section management programs for various species of finfish, shellfish, and protected species and propose sampling designs and initiate projects in response to data needs.
- The Coastwide Programs Manager position is responsible for gathering input from staff, other scientists, enforcement officers, fishermen and dealers and making management and policy recommendations concerning the coastwide programs to the Fisheries Management (FM) Section Chief.
- The Coastwide Programs Manager will draft and review documents including federal grant reports, federal Council or Atlantic States Marine Fisheries Commission (ASMFC) FMPs, North Carolina state FMPs, North Carolina Coastal Habitat Protection Plan, management petitions, and other administrative or issue-oriented memos and reports.
- The Coastwide Programs Manager directly supervises the Biologist Supervisor, two Conservation Biologist IIs, and one Administrative Specialist in the coastwide programs and is accountable for all FM activities in the coastwide programs, including managing operations, such as planning for sampling requirements, scheduling activities, equipment, and safety.
- The Coastwide Programs Manager will assist with IT-related functions for the section such as development of business requirements, liaison between fisheries management and Department of Information Technology (DIT), coordinate IT related Standard Operating Procedures (SOPs) and documentation for the section.

Recruitment Range: $62,739 - $73,981

Knowledge, Skills and Abilities / Competencies
To qualify for this position, applicants must document on the application that they possess ALL the following:
- Experience with biological data collection, fisheries science and/or coastal fisheries management.
- Experience with commercial and/or recreational fisheries.
- Supervisory experience.
- Experience summarizing and/or conveying technical and/or non-technical information with staff and/or the public through reports, presentations, or other written documentation.
Minimum Education and Experience Requirements

Bachelor's degree in marine biology, fisheries science or a closely related curriculum from an appropriately accredited institution and six years of experience in fisheries management work; or an equivalent combination of education and experience.
