This position will be located in Wilson at the Division 4 Office.
In this position you will be responsible for the project development of Division managed projects. This includes TIP projects and others such as safety projects, LAP projects, mobility projects, and economic development projects.
In this position you will provide the engineering support needed to effectively manage and coordinate the planning and design process between NCDOT, consultant engineering firms, support staff and other NCDOT units. These duties are included to assist the Division Design Team Lead, Division Project Development Engineer and Division Engineer as necessary to ensure timely project development, design and delivery functions.
· You will be involved in work such as but not limited to scoping of projects, setting up project delivery dates, initiating funding requests, reviewing human environment, natural environment and traffic studies, reviewing project roadway and hydraulic designs, reviewing TMP plans, coordinating utility relocations, creating project estimates, assisting with Right of Way issues, managing consultant engineering firms, preparing for and attending public meetings.
· In this position you will be required to have extensive communication, both verbally and in writing, with public officials, engineers, environmental agencies and the general public.
· You will provide engineering and design guidance to departmental engineering staff, private engineering firms and local municipalities and serves as a liaison between these firms and municipalities and Division staff.
· You will also provide project status reports and funding updates to the Division Project Development Engineer and the Division Engineer on a regular basis.
Knowledge, Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
- Knowledge and understanding of engineering concepts, practices, and theories used in construction project proposal development
- Experience maintaining effective working relationships with NCDOT staff, consultants, contractors, and public officials while managing conflicts and deadlines
- Experience with project development concepts and construction processes, using these skills to resolve issues and develop plans and specifications
- Experience with computer using SAP, MS Word, Excel, and other various software such as Microstation
- Strong skill in organizing resources, planning, scheduling, and coordinating work in order to maintain project schedules
Additional Expectations:
Preference will be given to registered Professional Engineers. Employee will traverse uneven and difficult terrain.
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors
