***Recruitment Range: $75,000 - $85,000 Annually***
DESCRIPTION OF WORK:
The Committee on Rules, Calendar, and Operations of the House is charged with handling the overall operations of the House of Representatives, including the movement of bills through committees and on the House floor. The Committee, via its chair, ensures orderly and efficient operations of the House in all areas, from its action on legislation, to the day-to-day operations of the House itself.
The Rules Counsel assists the Chair of the Rules Committee with each of these functions. The Rules Counsel reviews and monitors the flow of all legislation through both the House and Senate, working with members of the General Assembly, lobbyists, liaisons, and interested members of the general public. The Rules Counsel advises the Chair on all functions of the Chair’s role in ensuring smooth and efficient operation of House business. The Rules Counsel also must be proficient in understanding the House Rules by which the body conducts business and is responsible for advising the Chair and the Speaker with regard to committee and floor procedure.
The Rules Counsel is a partisan legislative staff role that will report to the Chair of the Rules Committee. Ideal candidates have some prior legislative experience who can conduct in-depth policy analysis, are proficient in handling logistics, and can communicate effectively with members, partisan, and non-partisan legislative staff.
Rules Counsel Job Duties :
- Performs legal and policy research, analysis, and assists with drafting for legislative committees and individual legislators.
- Coordinates the operations of the Rules Committee with the Chair.
- Compiles data and conducts research for legislative committees and individual legislators.
- Meets with interest groups and government agencies on behalf of committees and individual legislators.
- Summarizes and analyzes detailed documents, legislation, periodicals, and other written material.
- Provides legal counsel to the Chair.
- Writes issue memoranda, briefing papers, and other documents on selected topics.
- Submits material requested by committees or legislators to them for approval.
- Provides accurate and reliable data and analysis to legislators, leadership, colleagues, and the general public.
- Verifies the accuracy of analysis performed by other evaluators or entities.
- Adheres to strict confidentiality requirements.

- Practical knowledge of federal, state, and local government organization and functions.
- Ability to perform legal research using appropriate methods of approach and source materials and following office procedures and norms.
- Ability to prepare opinions and draft legal and legislative documents.
- Ability to understand and interpret constitutional provisions, statutes, administrative rules, and legal precedents.
- Ability to analyze facts, evidence, and legal instruments.
- Ability to maintain composure and work cooperatively under pressure with legislators, legislative staff, and the public on a daily basis.
- Ability to work objectively and impartially with members of all political parties and on all policy issues.
- Ability to present information clearly and concisely, both orally and in writing.
- Ability to function as a conscientious employee with a strong work ethic who pays attention to work product and process details.
- Ability and willingness to work an extended schedule and extra hours with little or no advance notice.
