About the Department
All North Carolina 4-H Camps are managed and operated under North Carolina Cooperative Extension Service through the College of Agriculture & Life Sciences (CALS) at North Carolina State University, one of two land-grant universities in the state. The North Carolina Cooperative Extension Service partners with communities to deliver education and technology that enrich the lives, land and economy of North Carolinians. Each Center is managed by a full-time Center Director and supported by Program Directors, Facility Maintenance Supervisors, Food Service Supervisors, and seasonal team members dedicated to providing safe and exceptional facilities, programs and services for the citizens of North Carolina.
Essential Job Duties
The Extension Assistant, 4-H Camp Director will provide leadership for the operations of the Betsy-Jeff Penn 4-H Educational Center. The Center serves both youth and adult clientele that include: nonprofit groups, college and K-12 school groups, government agencies and business and corporate groups. The Center Director will be responsible to the NC 4-H Camping Specialist. The work location is two hours from main NCSU campus. A high degree of independent action is required since contact with the supervisor is minimal.

- Collaborate with the Center Education Director, Summer Camp Director and partners to develop facility and operations, related grant proposals and funding collaborations.
- Market and promote the Center and its programs.
- Serve as an ex-officio member of the Center Advisory Board and Center Task Force to develop a sustainable future for the Center.
- Develop, monitor, and be accountable for budgets and fee structures and purchasing procedures.
- Develop, monitor and maintain risk management plans for the center and its programs.
- Train and supervise staff in the implementation of risk management plans.
- Develop and continually update a business plan, strategic plan and long range plan for the Center facilities and services as part of the NC 4-H Camping Program.
- Recruit, hire, supervise and train the administrative and unit leadership staff (Food Service Supervisor; Facility Maintenance Supervisor; Summer Camp Director, Educational Director, etc.) of the Center.
- Provide leadership for the development of the Center schedule and scheduling process.
- Develop policies, procedures and contracts for Center users.
- Develop procedure for contracting services for the Center.
- Network with appropriate agencies and individuals in support of the mission of the 4-H Center, the 4-H Youth Development program and The Cooperative Extension Service.
- Develop evaluation tools and procedures for the services of the Center.
- Collaborate with 4-H Development Fund staff to develop a resource development plan.
- Work with 4-H Development Fund staff to secure restricted and unrestricted funds.
- Attend all 4-H Camps team meetings and actively participate in all activities that collectively promote 4-H Camps and Centers.
- Facilitate and maintain accreditation of the Center with the American Camp Association (ACA).
The position will be an integral part of the statewide 4-H Camps team. This position interfaces with county and regional extension staff throughout the state. The successful candidate will provide leadership for ensuring that extension programs and positions are open to all citizens.
This position may also have the option for on-site housing.

Minimum Education and Experience
- Bachelor’s degree in Parks and Recreation, Human Development, Education, Business Management or other similar field, with at least 3 years of relevant professional experience.
- The applicant must have demonstrated leadership and supervisory skills and the ability to work effectively with and through others.
Other Required Qualifications
- Must be flexible, highly motivated and have the ability to function with minimum supervision.
- Must be able to successfully interface with College and University level administrators.
- Demonstrate excellent interpersonal and team building skills, problem-solving ability, networking skills and experience managing and projecting budgets.
- Effective written and verbal communication skills.
- Organization, word processing/data management, and personnel hiring and management skills are necessary.
Preferred Qualifications
- Masters degree in Parks and Recreation, Human Development, Education, Business Management or other similar field.
- Knowledge of 4-H programs and Land Grant University mission.
- Experience working in a University environment: experience working with young people, marketing, budget management, proposal development and managing grants are desired.
