About the Department
The Office of Contracts and Grants oversees post-award administration for NC State University. Contracts and Grants staff supports department and college Research Administrators, faculty, and staff by managing the cornerstones of Post-Award Administration including: project ID setup, deposits, invoicing, letter of credit draws, accounts receivable, financial reports to sponsors, new award/attribute review, audit coordination, prior approval request approvals, regulatory checklists, effort reporting and general compliance oversight.
Essential Job Duties
We are seeking a detail-oriented Financial Compliance Manager to oversee and ensure the accuracy and compliance of sponsored research financial transactions. In this role, you will apply your expertise in grants management, accounting principles, and regulatory compliance to analyze financial data, develop solutions, and guide system enhancements.
Key Responsibilities include but are not limited to:
- Financial Data Analysis: Retrieve and analyze financial data from systems like PeopleSoft, PINS, and RADAR to identify trends, inconsistencies, and potential compliance issues. Prepare documentation and presentations to propose solutions.
- Compliance Monitoring: Develop and implement internal controls to monitor and ensure the integrity and compliance of sponsored research financial transactions in accordance with GAAP, CFR, and Uniform Guidance.
- Guidance and Support: Provide expert guidance to the Office of Contracts & Grants, university departments, and external partners on interpreting and applying rules, regulations, and sponsored award agreements.
- System Enhancement: Collaborate with developers to modify and enhance financial systems to ensure accurate, reliable, and compliant financial actions.
- Audit Coordination: Coordinate and attend audit meetings with federal, state, and university auditors, ensuring all compliance requirements are met. Training and Communication: Plan and conduct training sessions and meetings to address compliance concerns, present clear and concise information, and ensure understanding across diverse audiences.

Qualifications
Minimum Education and Experience
Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
- Extensive knowledge of grants management, GAAP, CFR, and Uniform Guidance.
- Proficiency in PeopleSoft Financials and HR systems or similar type enterprise systems, with experience retrieving and analyzing data.
- Strong analytical skills with the ability to identify trends, inconsistencies, and compliance issues.
- Experience in developing and implementing internal control processes.
Preferred Qualifications
- Experience coordinating and resolving audit-related issues.
- Strong communication skills, with the ability to convey complex information clearly and effectively.
- Experience in developing and delivering training sessions related to financial compliance.
- Understanding of Federal, State, UNC Systems and NCSU regulations, policies and procedures regarding managing sponsored research funds and applying interpretation to accepted agreements.
- Familiarity with The Employee Activity Reporting System (TEARS) and Wolfpack Reporting System (WRS)
