POSITION OVERVIEW
Under general oversight and direction, the Payment Coordinator helps support the development and implementation of goals for RCCC programs, processing payments and billing and ensuring compliance with state and federal regulations. The role includes compiling data for reports, maintaining enrollment and provider files, and acting as a liaison between accounting and contract staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Participate in the development and implementation of the annual goals and objectives for the program.
- Participate as a team member in the overall implementation of the program.
- Process monthly Alternative Payment Program payments for all participating facilities.
- Compile enrollment and attendance data for monthly reports to the state.
- Process Parent Fee billing and collection.
- Have knowledge of and assure compliance with all state or federal regulations and policies, as directed in the Funding Terms and Conditions for each contract.
- Maintain enrollment information according to APF's on each child enrolled.
- Maintain provider files on all facilities participating in Alternative Payment Contracts. Files include license and rate information, and agreements.
- Act as a liaison between NCO Accounting Department staff and Alternative Payment contract staff.
- Provide training/assistance to facilities and staff regarding implementation of rules and regulations of AP contract programs.
- Provide assistance to AP Specialists in all area offices regarding program or client issues and problem solving.
- Maintain, update and implement State Department of Education/Child Development Division requirements for the Alternative Payment programs.
- Provide referrals and information to parents and community on choosing childcare.
- Provide referrals to other social service agencies and have knowledge of those in the community.
- Attend California Alternative Payment Program Association conferences, local child development programs, or other job-related workshops as needed.

JOB QUALIFICATIONS
Education, Training and Experience:
Level I
- A degree from an accredited college or university in early childhood education, business administration or related field is preferred, but not required.
- Experience working with families and/or children is preferred but not required.
- Bilingual /Biliterate (Spanish/English) is preferred, but not required.
Knowledge of:
- Principles and practices of interpersonal communications.
- Strong analytical, planning and problem-solving skills.
- Current standard office practices, procedures, and equipment.
- Basic bookkeeping skills and strong mathematical and organizational skills required.
- Computer operations as relates to the duties of the position; position requires demonstrated proficiency in the use of word processing, email, and spreadsheet programs and the internet.
Ability to:
- Interact with others in a culturally and emotionally sensitive manner.
- Have attention to detail and accuracy.
- Communicate effectively and appropriately verbally and in writing in English is required.
- Ability to establish and maintain cooperative relationships and communicate effectively with those contacted during the course of work.
- Use a computer system to enter, process and retrieve financial information, and knowledge of Macintosh or IBM spreadsheet programs preferred
- Organize duties and tasks to meet established deadlines, delegating tasks as appropriate.
- Be effective working independently and as a collaborative team member.
- Train and facilitate small- to medium-sized groups of adults is desired.

Necessary Special Skills & Requirements:
- Must be at least 18 years of age.
- For work-related driving, must have a valid California driver’s license, a verifiable good driving record, and access to a vehicle with insurance that covers the employee as a driver OR reliable transportation with proof of automobile insurance.

- Interaction and contact with outside agencies, vendors, funders, volunteers, donors, and contributors is a frequent aspect of this job.
- The employee will regularly use computers and computer printers, telephones, and other similar electronic office equipment.
- The environment can be noisy and includes the comings and goings of small children and their families.
