JOB DESCRIPTION
Job Title: Human Resource Specialist
Department: NFR Administration
Reports To: Chief Administrative Officer
JOB SUMMARY:
The Human Resources Specialist supports the efforts of all NFR team members and community members by providing the necessary information relating to recruitment positions, ancillary projects, and HR processes. This full-time non-exempt position is responsible for the general oversight of HR office functions (i.e., filing, updating of personnel information, employment questions, etc.). The HR area’s focus on providing exceptional customer service support for staff and the public. The Human Resources Specialist does this by providing clear and accurate information to both staff and the public interested in employment, compensation, training, career development, and general personnel information with the North Fork Rancheria (NFR). The person appointed to the Human Resource Specialist classification is an “at will” employee.
RESPONSIBILITIES:
· Responsible for the development and implementation of HR strategies and initiatives that are aligned with the overall organization business strategy.
· Perform personnel related clerical operation of the Tribal government office.
· Develops HR area in being a bridge between management and employee relations by addressing demands, grievances, and/or other issues.
· Oversees and manages NFR recruitment and selection process ensuring quality hires.
· Supports the organization in the development and implementation of a NFR safety program.
· Responsible for the development, implementation and management of NFR staff development.
· Responsible for review and update recommendations for Personnel Policies & Procedures and the Administrative Department Procedural Manual as needed.
· Oversee the ordering of supplies/equipment and insuring proper payment of incoming vouchers for the human resources area.
· Effectively communicates with NFR management and employees by writing, typing, and proofing correspondence, memoranda, procedural documents, and reports.
· Effectively communicate with staff, vendors, and Tribal citizens.
· Responsible for handling Workers’ Comp claims. Functions as point of contact for the TC and the insurance provider.
· Maintain employee personnel files, active and archived, and update as necessary.
· Track and notify managers of review dates and provide documentation for employee evaluations.
· Write or update job descriptions and maintain a job description database as needed.
· Perform salary surveys to compare wages against government salary structure.
· Send out flyers on open positions to Tribal citizens.
· Oversee the entire recruitment cycle in coordination with Hiring Managers and Tribal Council (i.e. advertisements, applications, reviews, interviews, selection and hiring).
· Maintain employee/committee/board database.
· Coordinate New Hire and Termination actions with Information Technology (IT) area for equipmen and network access.
ADDITIONAL RESPONSIBILITIES & EXPECTATIONS TO PERFORMANCE:
· Actively participate in organizational meetings.
· Recommend training for clerical staff.
· Demonstrates a desire for continued learning and self-study ensuring up-to-date knowledge in field.
· Expected [CM1] to role model for staff and management areas such as management, organization, communication, honesty, and integrity.
· Expected to maintain and role-model good attendance for the organization.
· Perform additional work-related duties as assigned. Duties may be provided verbally or in writing.
REQUIREMENTS:
Education:
Minimum Associate’s in Art or Science (AA/AS) degree from an accredited college or university. (Preferred)
Experience:
Minimum five (5) years of experience in Human Resources. Prior experience must demonstrate increased duties and responsibilities within the Human Resources area.
License/Certification:
Valid CA driver’s license.
Certification in Human Resources (e.g., SHRM-CP, PHR, etc.) preferred.
Skills:
· Ability to work with people from diverse cultures, ethnic and socio-economic backgrounds and possess a basic knowledge of Native American communities and always maintain cultural sensitivity. Indian Preference applies to those who are qualified.

· Demonstrable experience with Human Resources metrics.
· Ability to understand and report on analytics. Interpret and use data for planning and recommendations.
· Expert level user of MS Office products.
· Knowledge of HR systems and databases.

· In-depth knowledge of labor law and HR best practices.

· Knowledge of employment policies and procedures development and implementation.
· Ability to make significant recommendations to increase productivity.

· Ability to adhere to the confidentiality and code of conduct requirements.
· Ability to plan and coordinate complex administrative projects.
· Ability to analyze, interpret and apply Tribal, Federal and State employment policies and regulations.
· Ability to maintain objectivity in all business and confidential matters.
· Ability to maintain a professional demeanor at all times. This is defined as a pleasant, positive, and helpful demeanor while working with other employees, Tribal Council, Tribal citizens and the public.

ENVIRONMENTAL CONDITIONS AND PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is occasionally required to walk; use hands, fingers, to handle or feel objects, tools, or controls, and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment is usually moderately quiet.
