North Los Angeles County Regional Center “NLACRC” is a private, non-profit agency that is contracted with the State of California, Department of Developmental Services, to provide services to individuals with intellectual and developmental disabilities. NLACRC is one of the largest regional centers in California and has proudly served the San Fernando Valley, Santa Clarita Valley, and Antelope Valley since 1974. We serve individuals across the lifespan from infants and toddlers, school age children, transition-age youth, to adults and aging adults.
Supervision
Receives direction from the Quality Improvement and Outcomes Director.
The Position And Job Summary
The Training and Development Manager will lead the organization’s training and development initiatives, ensuring alignment with strategic goals and fostering a culture of continuous improvement. This individual will identify, design, implement, and evaluate training programs that empower employees to perform at their best, support organizational objectives, and meet compliance standards. Collaborating closely with the Change Management and Quality Improvement team, the Training and Development Manager will oversee learning solutions that enhance organizational capabilities, drive employee engagement, and support innovation.

Education & Experience
A Bachelor’s degree and four years of related experience. A Master’s degree in a related subject may be substituted for two years of experience. Experience servicing consumers with complex needs who are at risk of hospitalization preferred and/or Regional Center or other related agency experience preferred. Minimum of 5 years of experience in training and development, including instructional design and facilitation. Experience managing organization-wide training programs, preferably in a cross-functional and regulated environment.

- Recruits, interviews, hires, and trains staff within and for the HR Recruiting team.
- Oversees the daily workflow of the Training team.
- Provides constructive and timely performance evaluations for direct reports.
- Handles discipline and termination of employee direct reports in accordance with agency policies.
- Training Strategy & Implementation:
- Develop and execute a comprehensive training and development strategy for employees at all levels of the organization.
- Analyze organizational training needs and align programs with strategic goals and performance metrics.
- Oversee and support the design, development, and delivery of engaging learning solutions, leveraging instructional design methodologies and technology.
- Oversee and support the creation of a variety of learning materials, including eLearning modules, instructor-led training, job aids, and blended learning solutions.
- Design and implement leadership development initiatives to cultivate strong leaders across all departments.
- Provide coaching and mentoring to key stakeholders and managers.
- Collaboration & Cross-Functional Partnership:
- Partner with the Quality Improvement and Change Management teams to align training initiatives with organizational change strategies.
- Work closely with HR, department heads, and other cross-functional teams to ensure training programs meet diverse needs.
- Program Evaluation & Continuous Improvement:
- Evaluate the effectiveness of training programs through feedback, assessments, and performance outcomes.
- Continuously improve training programs based on employee feedback, organizational needs, and industry best practices.
- Compliance & Reporting:
- Ensure training programs meet regulatory, compliance, and accreditation requirements.
- Maintain training records and provide reporting as needed for audits or organizational reviews.
