Summary or Purpose
Command fire, rescue, and emergency medical operations in Barrow; provide leadership and training for emergency responders, education and inspections for the community. This position is a regular member of the North Slope Borough Fire Department and is authorized to act under Alaska Statute 18.70.
Essential Duties and Responsibilities

Serve as Incident Commander for fire, rescue, and ambulance operations in Barrow.
Recruits, trains, equips, leads, and appoints local officers and team leaders, engineers, firefighters, rescuers, medics and Explorers; assures staff are ready and prepared for duty, are adequately trained and equipped, and are held accountable for duties and responsibilities assigned.
Coordinate weekly, monthly apparatus checks for Barrow staff.
Maintain inventory and readiness of assigned equipment and related supplies.
Assures routine pre-fire planning inspections and fire cause investigations; assists the State Fire Marshal's Office with inspections and investigations as requested or assigned.
Provide public fire information, education, and safety programs for the Barrow community.
Attend City of Barrow Council meetings to give monthly reports.
Complete and submit documents and reports as required.
Perform other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of NSB Fire Department policies and procedures, firefighting and emergency services techniques and procedures, and related safety and legal issues.
Knowledge of Borough, state and Federal laws, regulations and ordinances.
Knowledge of firefighting, fire prevention, first response and emergency medical treatment principles, practices and methods.
Knowledge of current trends in strategy and tactics for deployment of personnel and equipment in fire and emergency situations.
Knowledge of techniques for efficient and cost effective management of allocated resources.
Skill in analyzing complex firefighting and emergency services issues and developing solutions.
Skill in effectively managing, leading and delegating tasks and authority.
Education, Experience, Certifications and Licenses Required
Associate's Degree or certificate in Fire Science or ability to obtain within one year of hire;
State of Alaska Firefighter II or ability to obtain within one year of hire;
Emergency Medical Technician I;
Fire Service Instructor or ability to obtain within one year of hire;
Five years of Arctic firefighting experience;
Two years of supervisory work experience;
Valid Alaska Driver's License that meets North Slope Borough insurance criteria.
Environmental Factors and Conditions/Physical Requirements:Work is performed in internal and external environments with exposure to inclement weather and varying temperatures.
May be exposed to hazardous materials, dangerous machinery and potential physical harm when responding to fire and rescue emergencies.
Special Equipment and Tools Utilized:Emergency response vehicles, specialized fire department and personal protective equipment, rescue equipment and emergency medical tools and gear.
