Job Summary:
The Interstate Transfer Coordination Specialist is responsible for managing the transfer of Army National Guard (ARNG) soldiers between states, ensuring a seamless process for enlisted personnel and commissioned officers. This role requires extensive coordination with personnel managers, unit representatives, and state leadership to facilitate efficient and compliant transfers while maintaining career progression for service members.
Key Responsibilities:
- Process interstate transfer (IST) requests within 5 business days of receipt, ensuring accuracy and compliance with ARNG transfer policies
- Work closely with Enlisted Personnel Managers, Officer Personnel Managers, and unit leadership to facilitate smooth transitions for service members
- Verify that all IST documentation is accurately completed and uploaded into iPERMS within 2 business days of receipt
- Coordinate with the medical team to ensure incoming Soldiers meet medical standards, scheduling medical reviews within 3 business days if needed
- Follow up with gaining states and units to confirm that service members have reported to their new duty assignments within 5 business days of their reporting date
- Process denial memorandums for transfer requests, ensuring they are reviewed and signed within 5 business days
- Conduct trend analysis reports to identify states from which Soldiers are gained or lost, submitting reports quarterly with actionable insights
- Prepare IST briefings and conduct training for recruiters and personnel managers to improve IST processes and efficiency
- Track IST movements, approvals, and denials using military personnel databases and reporting systems
- Provide guidance on enlistment and commissioning criteria to ensure compliance with state and federal regulations
- Bachelor’s degree in human resources, Business Administration, or a related field (preferred)
- 2 years of experience in military human resources, personnel management, or recruiting
- Strong knowledge of ARNG transfer policies, iPERMS, and ARNG personnel systems
- Excellent communication, coordination, and organizational skills
- Ability to analyze trends and provide recommendations for improvements in IST processes
