Key Responsibilities
- Conduct research and analysis of federal congressional actions, defense legislation, and policy changes to determine potential impacts on NAVSEA programs.
- Support the development and implementation of a congressional engagement strategy aligned with NAVSEA’s priorities.
- Prepare briefing materials, legislative summaries, background papers, and correspondence for senior officials.
- Monitor the enactment process for defense authorization and appropriation legislation and provide strategic recommendations.
- Assess and forecast congressional actions and emerging legislative issues affecting Navy programs.
- Maintain knowledge of the Navy’s Planning, Programming, Budgeting, and Execution (PPBE) process to support budget assessments.
- Collaborate with DoD, NAVSEA, Congress, and other federal agencies to analyze legislative and policy initiatives.
- Develop and maintain high-quality written reports, strategic assessments, and legislative guidance for leadership.
- Support the review and interpretation of defense acquisition policies and processes to ensure compliance and strategic alignment.
- Education: Bachelor of Science degree in Political Science or a related field.
- Experience: Minimum four (4) years of experience in analyzing and writing on federal congressional actions.
- Minimum five (5) years of experience in defense acquisition.
- Strong understanding of the defense authorization and appropriation enactment process and its implications for Navy programs.
- Working knowledge of the Navy’s Planning, Programming, Budgeting, and Execution (PPBE) process and its role in defense acquisition.
- Proven ability to review, interpret, and analyze defense legislation for strategic decision-making.
- Experience producing written documents, briefing materials, and policy assessments for senior leadership.
- Familiarity with Department of Defense programs, particularly Navy and NAVSEA.
- Ability to obtain and maintain appropriate security clearance as required by DoD/NAVSEA.
