- Researches, studies, and remains current on news, laws, regulations, policies, and practices affecting employee benefits, ensuring compliance with but not limited to – the Family Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), the Health Insurance Portability Accountability Act (HIPAA), the Genetic Information Nondiscrimination Initiates and facilitates (GINA), the American with DisabilitiesAct (ADA), and the Affordable Care Act (ACA).
- Manages and oversees workplace accommodations, which includes but is not limited to the Family Medical Leave Act (FMLA), Employee Assistance Program (EAP), extended sick leave, disability programs, Americans with Disabilities Act (ADA).
- Counsels and assists employees, supervisors, retirees, vendors, contractors, state and local agencies, and HR staff with inquiries and questions regarding benefits programs; coordinates death benefits for survivors of deceased employees. Manages decisions on complex benefits issues.
- Responds to questions from benefit providers and other external agencies regarding benefits, benefit changes, and benefits policies; mediates between providers and district employees.
- Composes written communications for various audiences to instruct, explain, and/or train regarding benefit matters.
- Updates all databases relating to the District’s health benefit programs including but not limited to FIS, Capital Blue Cross, United Concordia, Frontline, Swift MD, Conexis, KeyRisk, Health Equity, Sun Life, Express Scripts, PA Unemployment Compensation and any other benefit database. Generates reports from any or all benefit databases as needed. Including but not limited to monthly billing/ACA reporting/generating 1095C.
- Prepares and maintains accurate records and state reports relating to benefits
- Communicates any and all absences to payroll
- Participates in the investigation process of benefit issues
- Retrieves various salary and benefits reports
- Completes all employee verifications and surveys
- Provides backup support to Personnel Secretary
- Attends and participates in district-level meetings, conferences and in-services as assigned

JOB SUMMARY: The Benefit Administrator understands, plans, directs and coordinates the design,
communication, and implementation of the district’s benefits programs.
QUALIFICATIONS:
o Principles and practices of administration
o School law, applicable sections of the State Education Code, other applicable laws
o Federal, State, and local requirements, board and organizational policies, procedures and regulations
o Labor relations law, employee contracts, and state and federal requirements
