Job Description
Safety Compliance Coordinator


Introduction:

The purpose of this position is to support the Cooperative’s safety and compliance efforts in accordance with local, state, and federal legal requirements.


Supervisor:  Director of Safety & Loss Control


Knowledge/Education Requirements:


  1. A two-year technical degree in a related filed or three years of related work experience.
  2. Must be able to attain an OSHA 30 Certification and possess a valid driver’s license
  3. Must have knowledge and understanding of Northcentral Electric Cooperative Safety manual, company policies and operational procedures, and local/state regulations as they relate to this position.
  4. Must have or be able to attain the Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) Certification.
  5. Must be skilled in the coordination of people and resources.
  6. Must be able to communicate effectively both orally and written, with the capability to design and effectively teach educational materials using various media devices.
  7. Must be able to develop short-term and long-term work plans.
  8. Must have the ability to operate a computer and be proficient in Excel, Word, and PowerPoint to update spreadsheets and complete work requests.
  9. Must be able to work independently with little supervision and be self-motivated to complete assigned and routine tasks on time.
  10. Must present a professional manner that will enhance the Cooperative’s image.
  11. Must be able to travel and attend various meetings.


Duties/Responsibilities:


 Essential Functions:

    1. Ensures that the Cooperative meets the current compliance requirements on all federal, state and local levels including, but not limited to the following areas:
    • Environmental Regulations
    • OSHA Regulations
    • Civil Regulations
    • Utility Regulations
    • Cooperative Safety Manual
    • Other regulations as may be required by law
    1. Assists with the administration of the drug and alcohol program.
    2. Works daily establishing and promoting positive relationships with all personnel, members, sister cooperatives, and the public.
    3. Provides and presents compliance programs to the members of the Cooperative and the public. Maintains all records relating to the compliance program of the Cooperative.
    4. Assists with Safety Demonstration Trailer events.
    5. Responsible for administering the Cooperative’s Tabletop Safety Demonstration for local schools.
    6. Serves as a member of the Safety Committee.
    7. Keeps abreast of and communicates to the proper management personnel new or changing laws, regulations, or technical developments, which could affect the Cooperative.
    8. Conducts and/or schedules CPR, AED, and First-Aid training and meets OSHA requirements.
    9. Work with Safety Coordinator to ensure that all required compliance-based meetings and training are happening on an annual basis.
    10. Inspects and maintains fire extinguishers, AED’s, and First Aid Cabinets.
    11. Schedules and coordinates annual dielectric testing for Cooperative equipment and assists with testing hotline tools and/or equipment used for the construction of distribution power lines. Ensures rubber goods are tested and/or replaced according to cooperative policies.
    12. Coordinate Accreditation Program and Federated audits.
    13. Administer facility compliance audits and/or investigations and submit thorough reports. Assist with safety and/or compliance training and proactively identify and communicate emerging compliance concerns.
    14. Assist with the Cooperative’s Spill Prevention Control Plan, Hazardous Material Plan, RESAP Accreditation and Statewide Accreditation. Monitor and update department records and assists with conducting accident investigations.
    15. Conduct substation audits and document findings through reports to management.
    16. Provide budget recommendations and ensure department expense activities are consistent with approved budgets.
    17. Interprets company policies to employees and enforces compliance regulations. Ensures the safety of employees by making sure the appropriate safety equipment is utilized and safety procedures are followed.  Prepares crew accident reports and submits to the supervisor.
    18. Assists the Safety Department with accident investigations and participates with the safety on-call rotation.
    19. Help members with compliance related concerns. Communicates with local code enforcement agencies to ensure member concerns are addressed promptly.
    20. Responsible for managing the Cooperative’s Security Staff.
    21. Work is subject to irregular hours and is performed outside in all types of weather conditions.


    Non-Essential Functions:

    1. Performs other duties as required or requested.


    Physical Demands:

    While performing the duties of this job, the employee is regularly required to remain stationary for extended periods of time operating a computer or other office equipment and frequently move about the office and warehouse. Frequently communicates with other employee’s and members and must be able to exchange accurate information. The employee must be able to observe/detect/perceive/assess/identify displayed and printed information on the computer, on paper, and during course of investigating accidents. The employee will need to stand, stoop, crouch, kneel, reach, and (or) crawl when performing accident investigations. The employee must frequently lift/move boxes containing instructional material as well as PPE equipment weighing up to 25 lbs. and occasionally lift and/or move up to 50 lbs. Most of the work in this position is indoors with occasional outdoor work.
