SUMMARY OF RESPONSIBILITIES:
Responsible for the proper investigation, resolution, and reporting of rights-related activities. Responsible for writing, reviewing, and revising recipient rights policies, procedures and grievance/appeal issues in compliance with applicable law and rules. Works with the Behavior Supports Committee and RecipientRights Committees to safeguard the rights of recipients as required by the Mental Health Code (Section 752). Responsible to organize and implement in-service training of recipient rights for community mental health staff, contractors, and consumers. Tracks incident reports, trends, and rights violations. Supervises the Recipient Rights Advisor.
Rate of Pay: $62,753 - $86,632
FLSA: Non-Exempt/Full-Time
Reports To: Executive Director
QUALIFICATIONS:
Education: Bachelor's Degree from a recognized or accredited institution with course work in mental health or administrative areas.
Experience: One or more years of relevant experience. Lived experience with mental illness, intellectual/developmentaldisabilities, and/or substance use disorders valued.
Other: Excellent verbal and writing skills are required. Functional computer literacy is preferred
ESSENTIAL JOB FUNCTIONS:
1. Demonstrates knowledge of universal precautions, standards of practice (including but not limited to confidentiality and recipient rights), and emergency protocol.
2. Provides or coordinates recipient rights protection for all directly operated and contracted services.
3. Will proactively respondto recipient rights issues through training, site visitsand identifying incident trends.
4. Will investigate and resolve abuse and neglect complaints.
5. Serves as consultant to the Executive Director and staff in matters relating to recipient rights and requests for release of information.
6. Serves as a resource personfor recipients, staff, and community for issues involving recipients' rightsand Quality Improvement.
7. Conducts rights training for agency staff, providers, and the community (when requested).
8. Coordinates the annual site reviews at contractual and directly run services sites.
9. Makes referrals to Executive Director of breaches of Patient Health Information (PHI) for the purpose of risk analysis and breach notification.
NON-ESSENTIAL JOB FUNCTIONS:
1. Performs other related duties as required.
2. May be requested to be involved in the Board's continuous quality improvement program.
3. May be required to provide owntransportation while performingagency-relatedduties.
4. Must travel to various sites within the four-county catchment area and agency contract providers.
5. Maybe requiredto transport persons servedand to provideowntransportation whenperforming agency-related duties.

Ability to walk, bend,stand, sit, lift up to 25 pounds, withor without assistance, stretch/reach, hear, see,hand/finger dexterity and drive.
