Santa Rosa Behavioral Healthcare Hospital (SRBHH) is regarded as an integral part of the greater Santa Rosa and Northern California mental health system of care.

Conveniently located in the North Bay, SRBHH serves adolescents and adults. We treat both mental health and co-occurring psychiatric and substance abuse conditions.

POSITION TITLE: Hearings and Holds Coordinator

Pay Range: $29.50-$38.35 Per Hour

REPORTS TO: Director of Social Services

DESCRIPTION OF POSITION:

Track and oversee the process of managing hearings and legal holds (aka psychiatric detainers), those falling under the Lanterman Petris Short – LPS act and CA Welfare & Institutions Code, and represent the hospital at legal hold and due process related hearings. Assist medical staff with facilitation of LPS conservatorship applications. Serve patients with Physician’ ordered legal holds and work with Social Services staff to ensure that all legal holds are managed on a concurrent basis, ensuring no unnecessary lapse of legal detainer. Assist and educate licensed LPS certified staff with writing holds and legal documents including 5250, 5270, 5260, Riese, WRITs, and conservatorship paperwork. Responsible for submitting routine reports to the Department of Justice for patient firearms prohibition and the County & State Department of Health Care Services regarding restraint and legal hold activity within the hospital. The Hearings and Holds Coordinator maintains knowledge of, participates in further training provided, and understands the potential risks regarding occupational health hazards (e.g. bloodborne pathogen exposures).

 

KEY RESPONSIBILITIES:

  • Legal Holds: Responsible for monitoring, tracking, and updating all legal holds.
  • Inform: Educate patients of their writ hearings and voluntary status.
  • Recordkeeping: Maintains and supervise legal holds calendar, keeping it updated and accessible to hospital staff.
  • Training: Provide education and training to hospital staff as it pertains to LPS act and CA Welfare & Institutions code.
  • Communicate with the courts: Schedule hearings/holds as needed, and communicates to hospital staff to ensure hearings/holds occur in a timely fashion.
  • Reporting: Submit firearms prohibition reports to the DOJ in a timely fashion.
  • Submit reports to the County and State related to legal holds and other activities as assigned.
  • Conducts chart audits to ensure legal documentation is dated, timed, and accurately reporting information as required under LPS act and CA Welfare & Institutions Code.
  • Updates tracking and reporting for denial of rights and ensure proper documentation is in place to meet the requirements for patient’s rights laws.
  • Works in conjunction with patient rights advocates to ensure legal requirements and expectations are being met.
  • Communicates with courts and community partners professionally both written, phone communication, and in person/virtually as a representative for SRBHH at all times. Other related duties as requested.

   Education/Licensure

  • Bachelor’s degree preferred in Social Work, Behavioral Science, or related field.
  • High school diploma required. 
  • Current Cardiopulmonary Resuscitation (CPR) certification required, or obtained within initial orientation period. 
  • Verbal de-escalation and physical intervention program as approved by the CNO.
  • Completion of Sonoma County 5150 training within 6 months of hire.

Knowledge and Experience:

  • Two or more years’ experience working with mentally ill.
  • Ability to apply and interpret clinical information in a clear concise manner.
  • Strong understanding of California Mental Health Laws.
  • Two or more years’ experience working in managed care environment
  • Ability to apply and interpret admission and continued stay criteria
  • Strong understanding of admission and discharge function
  • Familiarity with medical terminology, diagnostic terms and treatment modalities
  • Knowledge of medical record keeping requirements
  • Ability to comprehend psychiatric evaluations, consults, and lab results

  • Strong written and verbal communication skills.
  • Strong interpersonal skills.  Ability to work with people with a variety of background and educational levels.

  • Demonstrated commitment to working collaboratively as well as possessing the skills to lead, influence, and motivate others.

Physical Requirements:  

While performing the duties of this job, this position is frequently required to do the following: 

  • Use standard office equipment and access, input, and retrieve information from a computer.   Use computer keyboard with manual and finger dexterity and wrist-finger speed sufficient to perform repetitive actions efficiently for extended periods of time. 
  • Communicate effectively in person or via telephone in a manner which can be understood by those with whom the person is speaking, including a diverse population. 
  • Give and follow verbal and written instructions with attention to detail and accuracy. 
  • Perform complex mental functions and basic arithmetic functions; interpret complex laws, regulations, and policies; collect, interpret, and/or analyze complex data and information.

  • Reach forward, up, down, and to the side. 
  • Sit or stand for minimum periods of one hour at a time and come and go from the work area repeatedly throughout the day.
