What are the responsibilities and job description for the Resident Services Manager position at Northern Circle Indian Housing Authority?
GENERAL STATEMENT OF RESPONSIBILITIES:
Responsible for the overall day-to-day management and supervision of tenant occupied properties and home ownership occupancy functions. Directly supervises staff responsible for property management, occupancy, and community services. The Resident Services Manager is primarily responsible for monitoring lease compliance for all residents. Supervising, scheduling and monitoring department activities, maintenance and upkeep of NCIHA and participant files, forms and reports. Oversee and monitor the implementation and management of the Off-Reservation Rental Assistance program assuring adherence to Tribal polices and NCIHA guidelines. This position requires the exercise of a considerable amount of independent judgment and initiative.
SPECIFIC AREAS OF RESPONSIBILITY:
1. Ensures that all participant selection activities follow federal requirements, Section 504 regulations and internal policies governing the application intake, screening and admission of low-income
2. families into Indian Housing.
3. Oversees and monitors all site-based activities including rent collection, lease enforcement, annual/interim reexaminations, annual inspections and tenant/management relations.
4. Oversees and maintains accuracy of wait lists of eligible applicants per program requirements and policies. Monitor and analyze documents, forms, procedures, and processes within the department to ensure information is current and up to date.
5. Oversee payment computations for all on-site participants to determine monthly house/rent payments, notifies tenant of their initial rent or payment adjustments.
6. Provides information and assists Participant Selection Committee in carrying out their duties per NCIHA policy. Maintain records and minutes of Participant Selection Committee activities as appropriate.
7. Plans and conducts internal review and audits of Rental and Home ownership sections. Identifies strengths and weakness and makes recommendations to the Executive Director on corrective actions and improvements. Oversee the implementation of all resulting actions.
8. Monitors Resident Services policies and procedures to assure compliance with regulations and statute, their effectiveness and adherence. Makes necessary recommendation for policy revisions as needed.
9. Responsible for organizing and conducting ore-occupancy meetings for selected home buyers and rental tenants including creating brochures and handouts to aid in their understanding of program obligations.
10. Responsible for obtaining annual re-certification information from Resident Services Specialist to ensure participants to meet annual re-certification requirements.
11. Track and monitor all repayment agreements, setting up a payment schedule and ensuring the terms are adhered to.
12. Responsible for overseeing records of tenant accounts receivable for rent, damages, court costs and utilities charges for rental, home ownership, lease purchase and Waugh Lane residents
13. Prepares monthly tenant payment coupons, delinquency notices, termination notices, notices of decision and other tenant related billing statements. Prepares and compiles data for tenant issues to present to the attorney, including the issuance of 3-day notices, unlawful detainers and other pertinent data, as necessary, through the termination process.
14. Receives, evaluates and processes resident complaints per NCIHA policy/procedures. Completes follow-up with resident to determine disposition and correction of lease violation.
15. Monitors and coordinates all rental leases/home ownership compliance violations including making recommendations for termination of lease/homeownership agreements for “cause” when necessary and represents NCIHA in court as required.
16. Work with NCIHA Collections Hearing Panel to provide accurate information regarding tenants in collection process, recommend repayment agreements, maintain files and minutes of Collection Hearing Panel activities.
17. Generates legal action/documents and represents NCIHA in court as required. Will be the primary contact with legal counsel regarding tenant issues as it relates to collections
18. Will address policy violations, lease compliance violations and complaints.
19. Monitors Resident Services staff workload; reviews, trainings and conducts performance evaluations on an annual basis. Provides supervision and trains Resident Services staff.
20. Submit monthly Department Summary Report to the Board of Commissioners.
21. Assists with the NICHA Annual Report.
22. Performs other related duties as assigned.
EDUCATION, EXPERIENCE, KNOWLEDGE AND ABILITY:
- Must have a high school diploma or equivalent; AA Degree in business management or related field is preferred.
- Five (5) or more years of progressively responsible experience administering Indian Housing programs with experience as a supervisor, administrator or equivalent.
- Must obtain Indian Housing Manager Certification during first 12 months of employment.
- Knowledge of principles of property management, personnel supervision and effective record keeping and reporting.
- Ability to maintain confidentiality
- Ability to establish and maintain effective working relationship with program participants, staff and other public/private agencies.
- Ability to communicate effectively verbally and in writing.
- Ability to organize and multi-task efficiently and effectively.
- Ability to produce reports, records, maintain files, including use of computers and Microsoft Office Suite and other standard office equipment.
- Able to travel, have a valid CA Driver’s License and be able to qualify for Northern Circle Indian Housing Authority’s vehicle insurance coverage.
- Requires good organizational skills and exercise of independent judgment and initiative.

Pay: $46,791.00 - $97,131.00 per year
