Summary of Functions

The HRIS Developer is responsible for the overall design, development, and extension of HR systems. This includes selecting, blueprinting, gathering requirements for, designing, and rolling out applications, data integrations, and tools in support of HR business needs. The HRIS Developer is responsible for supporting human resource programs, processes, and projects through development of integrations between disparate systems, creation of new systems, and serving as a subject matter expert on HR data, processes, and systems. Using modern development tools and data frameworks, the HRIS Developer will build dataflows, applications, and automations in order to facilitate and support a variety of HR processes. This position requires a balanced contribution of analytical skills, problem solving, programming, and communication skills.

 Essential Duties and Responsibilities include the following. Other duties may be assigned.

Development

  • Develop data integrations between systems using a variety of means including APIs, custom code, SQL processes, etc. Build a scalable integration framework to consume data from multiple sources.
  • Query, analyze, and profile data to ensure data quality and design dataflows and usages to meet needs for future applications
  • Produce high-quality code that’s easily testable, readable, and accounts for edge cases and errors.
  • Develop complex SQL queries, procedures, functions, and views for reporting and analytic needs.
  • Develop scripts to automate administrative tasks and manage security.
  • Architect tools, services, and systems using well accepted design patterns to allow for iterative autonomous development and future scaling.
  • Advise on feasibility and options to modify or improve existing systems, as well as interoperability between existing HR systems and potential additions developed internally or externally.
  • Develop applications and integrations to automate and simplify HR processes, e.g., transmission of data to and from external companies, updating employee records, and
  • Establish patterns and build common tooling to be used by the dozens of other integrations

Data

  • Build and maintain the extract, transform and load (ETL) processes for company data and analytics systems.
  • Create dataflows, custom reports, and dashboards to support business needs.
  • Load, manipulate, audit, and report on data in the HR system and make complex mass changes, conversions, or other data updates to HR systems and other tools.
  • Define, design, and develop analytical reports from various BI applications, incorporating KPIs introduced by business leadership.
  • Synthesize unstructured, disjointed information into meaningful, compelling narratives that facilitate and promote self-learning by business users.
  • Manage system tables, making updates to structure and logic as needed.

Projects

  • Lead requirements-gathering sessions with business and technical staff to determine technical requirements of business requests and feasibility of proposed solutions.
  • Own projects end to end, from design to implementation, managing complexity and working with stakeholders to think through areas such as business impact, reliability, operability, and security.
  • Cross-functional collaboration with Business (Payroll, Accounting, Communications), IT (Network, BI) and external partners to facilitate upgrades, development, and interoperability of HR systems.
  • Drive the development and effective use of HR Technologies to deliver efficient business processes, management information and analysis and maximize functionality.
  • Configure, support, and optimize the design, development, and performance of the HRIS core business processes, security maintenance, data loads, integrations, and upgrades as well as assist with other People Systems.

General

  • Keep up to date with HR technology trends and suggest improvements to the HRIS.
  • Create and maintain detailed technical documentation to support design and ongoing maintenance of integrations.
  • Act as an escalation point for end-users who are experiencing difficulties in using these systems. Research and identify the root causes for problems and own their resolution, which may require interaction with IT, HR, Payroll, Accounting, and/or a third-party vendor.
  • Attend periodic trainings to maintain levels of proficiency.
  • May be required to be a panelist for internal review boards.
  • Be responsible for maintaining a consistent, regular attendance record.
  • Ensure compliance with:
    • The Kalispel Tribe of Indians-State of Washington Gaming Compact
    • All KTOI, KTEA and NQRC policies, procedures, and internal controls
    • NIGC Regulations
    • Other relevant governance requirements (PCI DSS, HIPAA, etc.)

Requirements

  • A strong understanding of business/HR acumen, understanding core HR processes, onboarding, offboarding, payroll, recruiting and benefits.
  • Experience developing API connections through an ETL and/or direct connections between multiple third-party systems
  • Ability to understand and document business and administrative processes.
  • Ability to communicate clearly and effectively with technical and non-technical audiences, verbally and in writing (including writing reports, business correspondence and procedural documentation).
  • Ability to conduct one-on-one and formal classroom training to users and management.
  • Ability to reason from limited information and identify and solve practical problems under high-pressure conditions.
  • Working knowledge of security best practices
  • Strong technical knowledge in the areas of:
    • Microsoft .NET technology stack (C# / .NET, ASP.NET MVC, Web APIs) and SQL databases (Microsoft SQL Server) preferred
    • Code versioning tools, such as Git
    • Various integration patterns (e.g., API, files, webhooks) and authentication/authorization patterns (e.g., OAuth2, API keys)
    • Modern software development practices such as Agile, DevOps, and Continuous Integration/Continuous Deployment (CI/CD).
    • Data management systems, data warehousing methodology, data quality, data modelling, data governance, analytics, and predictive modeling.

Experience

  • Designing, building, and debugging medium- to large-scale applications and 3rd party integrations.
  • Hands-on experience with a language ecosystem (writing code, testing, building, packaging, deployment, and monitoring)
  • Working with Microsoft SQL Server, including design and administration of databases, creating SQL scripts, procedures, functions, etc.
  • Working in teams in a cross-functional environment.
  • 3 years of demonstrated experience building applications using the Microsoft .NET technology stack.

Education

  • Bachelor’s degree with a focus in business, computer science, or engineering, or at least 5 years of training or experience in lieu of this
  • Microsoft SQL Server or other relevant Certification required.

  • Tribal license from the Kalispel Tribal Gaming Agency.
