JOB PURPOSE:
Performs supervisory, administrative and professional work in the planning, design, procurement, and contract and grant administration for construction projects at the Northwest Arkansas National Airport. This position requires coordination with professional engineers, architects, contractors, tenants, Airport staff, the board of directors, the FAA, the TSA and other regulatory and permitting agencies having jursidiction at the Airport.
ESSENTIAL JOB FUNCTIONS: Candidates must be proficient in construction management and project management. Experience managing construction projects, contracts with architects, engineers and contractors, preferably in the role of the owner’s representative is essential with five years of experience required and ten years preferred. Preferred qualifications include knowledge of a range of local, state and federal rules and regulations relating to construction, federal grants, airport operations, airport security, strategic planning, and contract and personnel management. This position will primarily be responsible for the supervision and administration of construction projects and facility maintenance projects. The position will assist the Chief Infrastructure Officer in preparation of an annual capital plan as well as long-term capital improvement programs. This position will work with the Chief Infrastructure Officer in overseeing all matters related to the construction of buildings and other airport facilities; planning; managing vendor contracts; and overseeing federal and state grant documentation for all construction projects. Essential job functions include:
- Overseeing building construction projects from the conceptual planning stage to completion of construction.
- Assisting the Chief Infrastructure Officer in the planning and design of non-building infrastructure, which includes developing recommendations and specifications for construction, repair and maintenance projects; acting as project manager on a variety of airport-related construction, design and engineering projects involving runways, taxiways, lighting systems, roadways, buildings, parking lots, parking structures and support facilities ranging in size from a few thousand dollars to multi-million dollar projects.
3. Tracking and reporting work progress and budget performance to management and the board of directors; documenting and protecting the Airport’s interests when there are changes in project scope, schedule or costs; utilizing software and completing reports regarding construction progress, methods, and other items.
4. Drafting documents and reports in an accurate and timely manner, including annual budget and capital improvement plan documents; long- and short-term maintenance programs to include pavement maintenance on both airside and landside; periodic inspections and field surveys; reviews of the work of consultants and contractors; contracts with contractors and consultants; change orders; and expenditure approvals and payment applications by contractors.
5. Preparing various procurement documents, including bid specifications, RFBs, RFPs, RFQs, scopes of work, etc.
6. Overseeing the completion of necessary documentation for state and federal applications for funding requests; maintaining historical records of airport plans and specifications; managing project budgets; interacting with the public, tenants, private and governmental agencies to ensure compliance with applicable laws, ordinances, rules, regulations, and policies.
7. Ensuring that construction projects are completed on time, within budget, and to the highest quality standards.
8. Managing any operational issues which arise and determining, often with supervisor input, the most logical course of correction for the deficiencies that may arise.
9. Participating in FAA and safety management meetings as necessary for project development, and managing risk to minimize negative outcomes.
10. Negotiating and resolving conflicts between various parties involved throughout the lifecycle of construction projects.
11. Managing and insuring compliance with all FAA grant regulations; this may include: drafting, revising, and administering grant requests, certified payrolls, weekly progress reports, contract compliance and all related financial record keeping.
REQUIREMENTS:
KNOWLEDGE- Requires: good written and verbal communication skills; strong project management skills; good planning and managerial skills; extensive knowledge of construction management techniques, materials, practices, systems and software; working knowledge of the principles and practices of civil engineering and architecture; knowlede of or ability to learn FAA rules, regulations, and procedures; understanding of property and facility maintenance; experience managing vendor contracts and managing risk.
A minimum of five years of commercial construction and project management experience is required; a bachelor’s degree in construction management, architecture, engineering, or related field is required.
