Assistant Director of Facilities
The Department of Facilities Management is responsible for managing the physical assets of the College to ensure a sustainable, safe, inclusive, and welcoming physical environment in support of the mission of Northwest Louisiana Technical Community College (NLTCC). The Assistant Director of Facilities administers and directs programs which ensure that all college facilities are structurally sound, operationally efficient, well-maintained, and safe. This position assists in developing and overseeing plans for maintaining electrical, mechanical, plumbing, and fire protection systems, buildings, and grounds. The Assistant Director of Facilities Management, Maintenance establishes priorities for scheduled maintenance services and operations, administers preventive maintenance programs for all facilities, and supervises the performance of emergency and routine maintenance on campus facilities. Responsibilities include enforcement of federal regulations governing environmental protection, hazardous waste disposal, and the use of chemical substances and materials. Reporting to the Director of Facilities, this position works as a team promoting a team mentality across all units within Facilities Maintenance.
Duties/Responsibilities/Schedule:
· Ensures that all college facilities and associated support systems are structurally sound, operationally efficient, well-maintained, and safe by developing departmental policies and procedures for the Facilities Maintenance Department which address these functions, establishing priorities for scheduled mechanical services and operations, administering preventive maintenance programs for all facilities, inspecting buildings and utility systems to determine repair or replacement needs, and managing the performance of emergency and routine maintenance on campus facilities.
· Reduces the likelihood of a significant disruption of mechanical services (i.e., heating, cooling, electricity) provided to the College campus and assures around-the-clock responsiveness to mechanical failures or emergency situations by anticipating requirements for exceptional mechanical maintenance efforts, developing appropriate contingency plans to respond to those needs and other emergency conditions, coordinating for contracted services beyond the capabilities of the College to handle, and managing the maintenance effort(s) to restore the College environment to normalcy.
· Minimizes institutional liability regarding the College's compliance with local, state, and federal regulations by enforcing policies, laws, and regulations governing environmental protection, hazardous waste disposal, and the use of chemical substances and materials and advising the senior administration of technical changes in these laws and regulations.
· Advises the Director of Facilities and makes recommendations for maintenance, repair, improvement, and/or replacement of College facilities by assessing the condition of facilities, establishing project priorities, and developing long-range plans for upgrading or replacing mechanical, electrical, plumbing, fire protection equipment, and utility infrastructure, making structural repairs, replacing roofs, maintaining or repairing exterior building envelopes, and refurbishing building interiors.
· Ensures that maintenance services are available to meet mechanical services needs by recommending the use of contract services (e.g., electrical, heating and air conditioning, plumbing, fire protection, etc.) for maintenance and repair projects beyond the capability of college personnel to perform.
· Ensure that the fleet of Facilities Maintenance vehicles is operational and supports the needs of the department by supervising vehicle operations, including all scheduled and contracted maintenance.
· Assists with the coordination of the college’s Annual Physical Inventory; prepares certification documents for submittal to the State of Louisiana Division of Administration/Louisiana Property Assistance Agency (LPAA) for property assets over $1,000; scans property, generates reports, and assists departments with researching and locating equipment.
· Coordinates the pick-up, storage, and disposition of the College’s surplus property. This includes scheduling the pick-up or drop-off of surplus property with the various departments, transferring surplus property from departments to the surplus warehouse, and arranging the final disposition of the surplus property. Assists in the preparation of transfers submitted to LPAA.
· Conducts internal safety inspections of all active and internal maintenance projects; coordinates and manages external safety inspections conducted by contractors/vendors; maintains a log of all vendor safety programs; conducts and manages monthly building inspections as required by the Office of Risk Management program.
Qualifications and Experience to apply:
- Demonstrated expertise and outstanding experience can be accepted in lieu of a degree.
- Bachelor’s Degree required.
- A minimum of 4 years’ related experience is required. Related experience would include property management, risk management, or environmental health and safety.
- Understand the mission of NLTCC.
- Excellent written and verbal communication skills.
- Excellent problem solving and organizational skills.
- Excellent time and project management skills, including planning, prioritizing, and scheduling multiple ongoing projects and working independently to prioritize assignments.
- Demonstrated ability to work with a diverse population and foster a collaborative work environment.
- Experience conducting inspections and interpreting and applying technical regulations and standards.
- Experience assessing risk and recommending corrective action.
- Ability to work collaboratively, harmoniously, and cooperatively with colleagues, faculty and staff
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Skill in the use of personal computers and related software applications.
- A valid Louisiana driver’s license is required.
