Position Title: Financial Analyst General Summary Responsible for the compilation of statistical data used in the development of the overall annual budget, development of financial reports, analysis and monitoring of finances for assigned cost centers, development, implementation, forecasting and preparation analysis and reconciliation of municipal departmental revenues and expenditures, monitoring of personal service, fringe benefits expenditures, and reports and special projects as assigned. Provides financial and statistical analysis needed to support decision making by the District’s leaders. Supervision Scope and Judgment: Works under the general direction of the Assistant Superintendent of Finance and Operations. The employee uses independent judgment in job assignments and reviews results with supervisor. Specific problems are referred to supervisor when clarification or interpretation of policy or procedures is required. Supervision Received: Regularly performs duties independently and exercises judgement in implementing, maintaining and supporting the office of the Assistant Superintendent of Finance & Operations. Supervision Given: The employee does not supervise staff but is responsible for delivery of assigned training to municipal staff where needed and may supervise seasonal or intern or other staff if directed. Job Environment: Work is performed in typical office conditions, with frequent telephone calls and walk-in customers. Work is subject to predicted seasonal fluctuations, which require additional hours. The employee is regularly required to work outside of normal business hours including attending some School Committee/Finance Meetings The employee operates standard office equipment. Performance of duties requires frequent interaction with department heads, town staff, public officials, contractors and other town departments. Contact is in person, email, text and by telephone. The employee has access to bid documents and municipal wide confidential information. Errors in administration and judgment could affect the municipality’s ability to deliver services and have financial and legal repercussions. Has access to confidential information regarding budgetary and financial figures and collective bargaining and personnel actions. Errors in judgment could result in significant delay or loss of services, legal ramifications, adverse public relations, and monetary loss. Essential Duties & Responsibilities Performs reporting of all school district activities including general operations and grants using the MUNIS financial accounting software system, including financial statement preparation and reporting, budget preparation and analysis, payroll management, performance reporting measures, grant management, reporting and compliance auditing Performs forecasting of revenues and expenditures, analyzes departmental spending and implements cost control measures to align departmental spending with authorized appropriation limits Assist Assistant Superintendent of Finance & Operations with accounting, budget and grant oversight Prepare correcting entries in MUNIS financial accounting software system as needed including journal adjustments, budget transfers/amendments, etc. Assist with preparation of DESE End of Year Financial Report and other required state and/or federal reports Assist with preparation for annual audits and implement any corrective actions identified in audits Assist to develop and implement all aspects of the annual operating budget including the development of the annual budget document Verifies staffing positions among schools and departments for accuracy and fill vacancies and performs regular salary and other expenditure projections to ensure budgetary alignment Identifies and monitors key budget and policy issues. Proposes savings initiatives to increase efficiency and standardize operations. Works closely with department heads to assist with financial, procurement and / or other business needs Acts as school business liaison to the Town Districtwide Human Resource department Acts as a business liaison to schools and/or departments by offering consultation and support on best practices, procurement, financial management, applicable laws, regulations, policies, and processes Performs any other duties as assigned by the Assistant Superintendent of Finance & Operations or his/her designee relative to the most efficient operation of the Office of Business and Financial Services Additional Responsibilities and Requirements Attend training, conference, and other educational opportunities in a wide range of areas as directed by the Assistant Superintendent of Finance & Operations or designee. Knowledge, Skills, and Abilities Ability to express oneself clearly and concisely, both in writing and orally, through presentations using proper grammar Skills in Microsoft Office Suite, such as Outlook, Word, Excel, Access, and PowerPoint Knowledge of working with MUNIS Knowledge of the General Ledger System and the district's organizational structure Knowledge of general and fund accounting concepts/principles Knowledge of state and city-wide budget process Ability to multitask and handle several projects at any given time in collaboration with various departments to develop the annual budget, capital plan, operating plans, and other projects as assigned Core Knowledge, Skills, and Abilities Skill in utilizing interpersonal skills to relate and interact with a diverse population Skill in detail oriented planning and able to set priorities, objectives, and meet deadlines Ability to provide positive and effective customer service Ability to adapt to and accommodate new methods and procedures Ability to work independently or as a member of a team Ability to apply listening skills, work under pressure, address conflict and solve problems Ability to read, analyze and interpret standard, policies, procedures and regulations Ability to effectively present information using attention to detail and accuracy Ability to exercise good judgment Ability to operate standard office equipment, such as a computer keyboard, monitor, copies, scanners, and telephone Ability to communicate effectively orally and in writing Individuals interested in applying should submit a complete application packet to include: resume, letter of interest, 3 current letters of recommendation and transcripts to Sean Mannion, Assistant Superintendent of Finance and Operations: smannion@norwood.k12.ma.us
