Position Title: Transportation and Business Office Analyst Department: Administration / Business Office / Transportation Office Reports To: Assistant Superintendent of Finance and Operations General Description: The primary purpose of this position is to provide financial analysis and operational assistance for the Business and Transportation Offices of a public school district of 3,600 students. Detailed responsibilities include: 1) serves as an integral member of the team responsible for the administration of a safe and efficient transportation system which meets the Norwood Public Schools’ requirements, 2) coordinates the use of technology and data systems to manage and improve transportation data for the Business and Transportation Offices, 3) prepares and provides analysis on school transportation figures and costs, 4) serves as the Business Office backup for the Transportation Office operations when needed, 5) serves as a member of the team responsible for the development and monitoring of the school budget, 6) provides financial and statistical analysis on key school cost areas and departments as needed to support decision making by the district’s leaders, 7) assists in creating analysis and presentations on financial data and school operations as needed for meetings to all school stakeholders. Supervision: Scope and Judgment: Works under the general direction of the Assistant Superintendent of Finance and Operations. The employee uses independent judgment in job assignments and reviews results with the supervisor. Specific problems are referred to the supervisor when clarification or interpretation of policy or procedures is required. Supervision Received: Regularly performs duties independently and exercises judgement in implementing, maintaining and supporting the Business and Transportation Offices. Supervision Given: The employee does not supervise staff but is responsible for delivery of assigned training to municipal staff where needed and may supervise seasonal or intern or other staff if directed. Essential Duties and Responsibilities (Not limited to): •Assists in planning, organizing, and supervising the pupil transportation program. •Assists in administering the establishment of all bus routes, field, and extracurricular trips. •Assists in coordination of bus routing, scheduling, and street mapping; coordinates with School Bus Contractor regarding routing, bus stops and operational matters. •Assists in plans and programs for equipment upgrades and vehicle replacement. •Assists in departmental budget development for the Transportation Department. •Assists in developing and maintaining both in-district and out-of-district special education transportation routes with corresponding driver assignments. •Assists in monitoring status of special education transportation routes. •Assists in vehicle maintenance coordination. •Supervises the school bus pass program with all annual updates and School Committee approved changes/modifications. •Assists in all McKinney-Vento / homeless transportation requests. •Serves as the Business Office backup for Transportation Office operations when needed. •Serves as a member of the team responsible for the development and monitoring of the school budget. •Provides financial and statistical analysis on key school cost areas and departments, as needed to support decision making by the district’s leaders. •Assists in creating analysis and presentations on financial and school operations as needed for meetings with town administrators, School Committee, Town boards, school staff, and other stakeholders. •Assists with preparation of DESE End of Year Financial Report and other required state and/or federal reports. •Performs any other duties as assigned by the Assistant Superintendent of Finance and Operations or his/her designee relative to the most efficient operation of the Business and Transportation Offices. Additional Responsibilities and Requirements: Attends training, conference, and other educational opportunities in a wide range of areas as directed by the Assistant Superintendent of Finance and Operations Work Environment: •Work is performed in typical office conditions, with frequent telephone calls and walk-in customers. Work is subject to predicted seasonal fluctuations, which require additional hours. The employee is regularly required to work outside of normal business hours including attending some School Committee/Finance meetings. •The employee operates standard office equipment. •The employee may be required to operate a vehicle for official job duties; employee will only be required to operate a vehicle that the employee is licensed to operate. •Performance of duties requires frequent interaction with department heads, town staff, public officials, contractors and other town departments. Contact is in person, email, text and by telephone. •The employee has access to bid documents and municipal wide confidential information. •Errors in administration and judgment could affect the municipality’s ability to deliver services and have financial and legal repercussions. •The employee has access to confidential information regarding budgetary and financial figures and collective bargaining and personnel actions. •Errors in judgment could result in significant delay or loss of services, legal ramifications, adverse public relations, and monetary loss. Terms and Conditions of Employment: Per individual Contract with the Superintendent of Schools. Full Time: 52 weeks per year
