Job Summary
The Program Manager ( Level 4) will serve as the Contractor’s single point of contact for all contract-related efforts supporting the Secure Cloud Computing Architecture (SCCA) Program Management Office (PMO) within the Defense Information Systems Agency (DISA). This role requires strategic leadership, robust communication, and exceptional program execution to deliver cloud services across the DoD enterprise.
This contractor and subcontractor shall abide by the requirements of 41 CFR 60-1.4(a), 60-300.5(a) and 60-741.5(a). - Provide overall contract leadership and management of all FTEs and subcontractors.
- Oversee execution of all program tasks in alignment with DISA’s cloud-related initiatives.
- Act as the primary interface with the Government Contracting Officer (KO), Contracting Officer’s Representative (COR), and senior stakeholders.
- Monitor productivity, ensure quality assurance, and manage risk across the contract lifecycle.
- Develop and maintain comprehensive project schedules and Contract Management Plan (CMP).
- Provide strategic input, develop ROM estimates, and assist in the transition planning (Phase-In/Phase-Out).
- Coordinate documentation reviews and manage deliverables to ensure contract compliance.
- Lead efforts related to IPRs, monthly reporting, and cyber threat security planning.
- Ensure compliance with personnel accountability, security requirements, and 8570/8140 certification standards.
- Other duties as assigned.
- Active Secret clearance required!
- Education: Bachelor’s degree in a relevant discipline (or equivalent experience).
- Certifications Required:
- Project Management Professional (PMP) or PMP-PBA (or other PMI specialization).
- DoD 8140 Role: IAM II 802 - IT Project Manager, 751 - Cyber Workforce Developer and Manager, 732 - Privacy Compliance Manag er or IAT II certification.
- Minimum of 10 years of recent, relevant experience in program management roles supporting DoD or large-scale IT projects.
- Familiarity with CC SRG, DISN DCPG, DAWIA, PMBOK, and SEI CMMI standards.
- Strong verbal and written communication across all levels.
- Deliverables: Monthly Status Reports (MSR), Faces and Spaces Reports, Travel Expense Reports, Visitor Authorization Requests (VAR), NDAs, EUAs, In-Progress Reviews (IPRs) and Cyber Threat Security Plan. Timely onboarding, offboarding, and personnel compliance with contract performance standards.
