Responsible for planning, organizing, and directing all activities of the facility according to its policies, procedures, and philosophy. This position provides leadership and direction for the efficient and effective operation of the Surgery Center. Leadership responsibilities include oversight of operations, capital purchases, strategic planning, business development, and facilitating a positive image of the center. This position is accountable for attaining all site goals and objectives, as well as ensuring compliance with policies and procedures and federal, state and accrediting body guidelines and standards. This position is also responsible for maintaining a strong relationship with the physician partnership and ensuring a remarkable experience for all. Participates in financial and cost-containment decisions. Ensures that the facility meets all related local, state, federal, Medicare's CFCs or COPs, and accrediting body rules and regulations. Serves as internal risk manager, compliance officer and infection prevention manager. Responsible for management of all aspects of the environment of care, personnel, materials/equipment, education of personnel and administrative duties. Coordinates and directs patient care in the facility according to adopted policies and procedures, state and federal regulations and accepted accreditation standards. Promotes a favorable image of the facility to physicians, patients, insurance companies and the general public. May delegate duties as he or she deems necessary. Oversees patient scheduling in all clinical areas. Analyzes and evaluates nursing and clinical care to improve quality of care given. Works closely with the center's leaders and medical staff in coordinating patient-care service functions.
Essential Functions
Education
4 Year / Bachelor’s Degree Required; In lieu of degree, current enrollment in BSN or Business/Health Management degree program required. RN and/or Business Bachelor’s degree required.
Graduate Degree Preferred; MBA, MHA, or equivalent degree preferred.
Experience
Minimum 3-5 years ambulatory surgery center or related acute care experience, healthcare management, evidence of leadership qualities.
Three (3) years in a management or high-level supervisory position health care administrative experience with progressively responsible management experience required.
Licensure/Certification
Current and unrestricted Registered Nurse (RN) license in the state of South Carolina preferred.

Essential Functions
- Philosophy: Supports the facility's ideology, mission, goals and objectives. Performs in accordance with the facility's policies and procedures. Follows the facility's standards for ethical business conduct.
- General: Acts a liaison with medical staff and Governing Body to develop working relationships, and provides reports, information, recommendations and evaluations regarding the Surgery Center with concurrence of management company (if mgt company applicable)
- Communication: In conjunction with the Medical Director and management company (if applicable). Communicates effectively and professionally with patients, visitors, physicians and co-workers. Interacts with others in a positive, respectful, and considerate manner. Promotes effective communication among the facility's clinical areas, business office, and physician practices. Interacts with Novant Leaders to establish best demonstrated standards.
- Financial Practices: Uses analytical process to assure balanced initiatives, particularly clinical excellence and financial performance. Develops, implements and oversees the site budget in conjunction with the established corporate budget. Promotes cost containment and efficient use of facility resources. Analyzes work area and makes recommendations for potential cost effectiveness improvements.
- Compliance Program: Assists in the implementation and maintenance of the organization's adopted compliance program. Serves as the Compliance representative for the center and performs according to established compliance policies and procedures.
- Quality-improvement Program: Achieves and maintains excellence with ASC metrics and quality programs. Assists in the implementation and maintenance of the organization's adopted, quality improvement programs, policies and procedures. Performs according to established quality improvement policies and procedures. Works with the center's leadership and medical staff leadership on throughput and quality initiatives. Evaluates suggestions, grievances, and processes to identify opportunities to improve performance and quality of care. Monitors patientcare programs and reviews procedures, outcome standards and criteria.
- First Do No Harm/Safety/Risk Management Program: Adheres to First Do No Harm safety policies and procedures in performing job duties and responsibilities. Follows the patient safety plan and practices for the center. Implements practices and regulations adopted to provide safety in the healthcare environment. Monitors the facility's physical environment and initiates methods for maintaining safety, comfort, cleanliness and order. Serves as the safety officer and resolves observed or suspected safety violations, hazards, and policy/procedure noncompliance. Serves as internal risk manager and oversees the safety and risk-management program, ensuring a safe environment for patients, medical staff, visitors and facility employees. Responds to emergency situations with competence and composure.
- Professional Competence: Participates in continuing education and other learning experiences. Shares knowledge gained in continuing education with staff. Maintains membership in relevant professional organizations.
- Personnel: Implements approved personnel policies according to applicable state and federal laws. Employs, counsels and terminates non-physician staff as needed. Completes or oversees evaluation process for all center employees. Directs in-service education programs with regard to purpose, content and need: ensures staff attendance.
- Medical Staff: Maintains open line of communication with Medical Director. Oversees medical staff and AHP credentialing program. Maintains confidentiality of medical staff and AHP credentialing files. Works with the medical executive committee to ensure bylaws and associated documents are current.
- Regulatory: Remains current on all applicable state and federal laws, rules and regulations, and professional and accrediting-body standards. Submits required reports on a timely basis. Develops, interprets and implements policies, procedures, regulations, programs and recommended practices to meet requirements of regulatory and accrediting organizations. Reviews policies/procedures to ensure continued compliance with state, federal and accrediting body rules, regulations and standards.
- Patient Care: Applies accepted clinical and nursing principles and practices to patient-care activities in the facility. Coordinates patient-care activities with surgeons and anesthesia providers to provide continuity of patient care. Assists facility staff in identifying and solving problems with clinical care. Oversees all nursing and clinical activities during emergencies to verify that patient needs are met. Participates in primary care of patients as needed an oversees clinical areas to verify that patient needs are met. Enforces clinical and nursing practice standards and licensing/accreditation rules and regulations to provide quality patient care. Recommends revision of patient-care policies and procedures as necessary to conform to accepted principles and practices. Supervises care of the operating room area/equipment to ensure cleanliness, sterility and operational ability at all times. Controls patient/staff traffic to help prevent infections. Serves as the infection prevention practitioner for the center.
- Daily Operations: Coordinates and monitors operational activities for effective and efficient management of daily operation.
- Materials Management: Applies Just In Time inventory and material management principles to establish procedures for use. Promotes cost-effectiveness and implements procedures to control waste. Monitors the care and cleaning of equipment to maintain proper working conditions. Identifies and evaluates need for items relative to trends and physician requests.
- Age-Specific Criteria: Must demonstrate and maintain current knowledge and skills necessary to provide care/services to the age of the patients served in the ASC. Must also possess the ability to assess the data and interpret the appropriate information needed to identify each patient's requirements relative to their specific need.
- Responsibility for Assets: Responsible for all assets of facility including equipment, inventory, accounts receivable, accounts payable, manuals, documentation, employee files, credentialing charts and financial records. Responsible for protecting assets by working with Risk Management to ensure appropriate levels of insurance. Responsible for protecting facility assets against loss. Responsible for assuring that medical staff members provide adequate malpractice insurance.
Education

Cooperative work attitude toward co-employees, management, patients, visitors and physicians Ability to make decisions and solve problems. Language skills adequate for high-level written, interpersonal and telephone communication in American English.
