Job Description
In alignment with the Novartis strategy, the purpose of this role is to lead, develop, implement, and oversee effective Health, Safety and Environment (HSE) programs in line with local, regional, and global expectations.
This position will lead the development, implementation and continual improvement of critical HSE programs for assigned site(s). This role will provide leadership, guidance, and support on HSE program areas and ensure effective integration into the overall Health, Safety and Environment Management system at the site.
Major Accountabilities include, but are not limited to:
The Sr. Manager HSE provides leadership and technical expertise for HSE activities and objectives as determined by the site's needs:
*Lead the HSE function at small and medium size site with a moderate level of HSE risk. The Sr. Manager may manage a small HSE Team to achieve HSE program objectives.
*Serve as single point of contact for assigned HSE programs, including (but not limited to): Permit to Work (for management of high-risk work activities), OSHA required safety programs, wastewater, hazardous waste, and air permits.
*Develop HSE capabilities in Line Managers and coach them to act as point of contact for HSE items under their supervision.
*Manage a HSE Audit process to ensure continuous learning and adherence with HSE program requirements.
*Provide leadership, direction. and program management for HSE focus areas (example: pedestrian safety, emergency evacuation, Stormwater Management) including interpretation of regulations and internal Novartis requirements, knowledge of best practices, and formulation of strategy to provide pragmatic solutions.
*Provide leadership, direction, and support for the HSE programs at small/medium sites across the North America region, including (but not limited to) coordinating HSE programs, documentation, and controls by working with local site HSE champions to identify and manage HSE risks.
*Responsible for the collection and validation of HSE performance data and prepares/submits reports via the Novartis Data Management System in an accurate and timely manner.
General Responsibilities
*Responsible for maintaining compliance with federal, state, and local health and safety regulations, including maintenance of regulatory permits, and associated regulatory submissions.
*Prepare and manage budget items, site procedures, and relevant training and competency programs.
*Support and conduct pro-active risk assessments of work areas, activities and new projects/processes to identify and mitigate HSE hazards and risk. Collaborate with associates to implement control measures to lessen and/or mitigate risks associated with tasks.
*Ensures that robust systems are in place to demonstrate and verify compliance with all pertinent Novartis HSE Management System, Handbooks and Global Operating Procedures, and associated HSE regulations, permits, statutes, local ordinances and/or other externally driven requirements.
*Lead and participate in root cause investigations related to incidents, near misses and good catches that occur at the East Hanover site and supported satellite sites.
*Partner with Stakeholders regarding HSE issues and solutions.
Key Performance Indicators
*All externally driven compliance requirements are met, as assessed by the appropriate external agencies during inspections, report reviews, analytical data reviews, or as assessed by internal compliance audits.
*No major incidents or findings, no environmental releases or notice of violations.
*All open audit-generated action items or agency-generated findings are closed within the agreed-upon timelines and in a manner which prevents recurrence.
*All Novartis HSE Handbooks and site procedures in areas of responsibility are fully implemented, as assessed by internal audit.
*All numeric or programmatic goals/targets are achieved within agreed-upon timelines. The site prepares and submits all reports, as required by external agencies and by Novartis internal data collection processes, in a complete manner and within agreed upon timelines.
*On time completion of Goals and Objectives in alignment with the local, regional and global HSE plans
*Customer and management satisfaction with HSE program effectiveness at the site.
*Expense budgets under control of the site HSE Head are delivered at 2%, and not exceeded unless significant unplanned expenses are incurred (e.g., due to an incident or agency action) and authorized by site HSE Head.

Minimum requirements
Education
Minimum BA/BS in a safety management, industrial hygiene, environmental science, occupational health and/or medicine, engineering, or related field. Master's degree preferred. One or more relevant professional certifications also strongly recommended (PE, CSP, CIH, CHMM or other).
Languages
Fluent in English (oral and written)
Experience
5-10 years of relevant experience managing Health, Safety, and Environment programs, preferably with 3 years of that experience at a managerial level. Experience with laboratory safety and biosafety a plus.
Skills
Highly motivated self-starter with a willingness to assume responsibility, take ownership for his/her work and intelligently challenge the status quo. Competency in analytical and problem-solving skills. Ability to develop and maintain partnerships with internal as well as external organizations and regulatory authorities to achieve goals. Ability to build relationships and manage key vendors. Strong leadership, influencing and communication skills. A working knowledge of pharma or biotechnology industry and the peculiarities of pharma Health, Safety, and Environment issues is a plus. Strong working knowledge and experience with HSE Regulations, HSE Management Systems, Risk Management, Auditing Expertise, Incident Response & Crisis Management, Root Cause Investigation, Scientific Process Knowledge, and Construction and Laboratory Operations.
