Job Description
The QHSE Manager, System , Audit & Motor Vehicle Safety will be responsible for the internal corporate Quality, Health, Safety and Environmental (QHSE) management system, audit and training programs. This role will develop, implement, and evaluate the effectiveness of QHSE programs, safety policies, and procedures.
This role is responsible for conducting HSE audits throughout the organization, assembling audit findings into reports, and actively participating in improving the auditing tools and process. The role requires a strong working knowledge of QHSE regulatory compliance requirements, company standards and policies.
The role is responsible for the design, plan, implementation, and monitoring of QHSE training programs that improve efficiency and effectiveness of all operations and operations support related positions.
Additionally this role will oversee the Motor Vehicle Safety program, responsible for managing fleet related services including vehicle acquisition, vehicle assignment, fuel card management, vehicle safety equipment, and In-Vehicle Monitoring System (IVMS) programs.
This position works under the direction of the Director, Global QHSE Integrity and Compliance .
Some travel is required for this position.
Duties and Responsibilities
- Responsible for implementation of corporate management system, in alignment with ISO 14001 and 45001 standards
- Develop, implement, and oversee QHSE corporate programs, safety policies, and procedures including process hazard analysis, management of change, and pre-startup safety reviews
- Conduct audits of HSE programs, review and revise procedures as necessary
- Develop and oversee the site review and audit programs
- Participate in audits from outside regulatory agencies
- Oversee the corporate wide accident and incident investigations process
- Lead the tracking and assessment of HSE requirements and metrics; advise business leaders about company impacts
- Communicate HSE expectations and updates to all employees through regular meetings, bulletins, and other channels.
- Manage a fleet of approximately 400 light duty vehicles and drivers
- Develop and implement fleet management strategies to improve efficiency and reduce costs
- Analyze IVMS data and identify trends to improve driver performance
- Provide training to drivers and supervisors on expectations and operation of IVMS system
- Assist in motor vehicle related incident investigations
- Develop, implement and report metrics for measuring plant QHSE performance
- Pre-Qualify contractors / vendors, initiate contracts and monitor / coach contractors / vendors or NSPS PV technicians as needed to fulfill O&M service agreement obligations.
- Perform environmental, regulatory, and safety reporting as required.
- Support near miss and accident incident investigation process, report findings, and implement corrective actions.
