Job Description
NAOVI is seeking a Sr. Competencies and Performance Analyst to assist the government with the following task:
Primary responsibilities:
- Provide strategic workforce planning expertise to the US Intelligence Community (IC) with a focus on workforce modernization and mobility.
- Develop and implement with IC partners career path roadmaps for specific IC professions; re-evaluate roadmaps as needed.
- Develop methods to formalize professions and identify measures to track progress of these efforts.
- Organize and facilitate interagency community of practice quarterly meetings.
- Create competency models and identify developmental or training activities by proficiency level.
- Collaborate with IC subject matter experts and working groups on human capital priorities.
- Develop workforce upskilling strategies.
- Refine and update content in IC-wide competencies library.
- Consult on best practices in workforce analysis.
- Advise IC agencies on human capital policy, the workforce of the future, and other long-term goals.
- Conduct data-driven research and analysis.
Qualifications:
- Requires a TS/SCI with CI Polygraph. - Required
- Requires a BS/BA with 18 years, a MS/MA with 10 years or no degree and 24 years of experience.
- Experience developing core and leadership competency models.
- Experience conducting skills-gap analysis and developing upskilling strategies.
- Experience planning and implementing career paths.
- Strategic workforce planning experience.
- Expertise related to advancing foundational competencies in AI within workforce(s).
- Microsoft Office proficiency.
