SUMMARY OF POSITION: Responsible for all daily functional operation of the Residential Program including security, safety, maintenance, direct care staff and resident control. This position is required to cover any shift as assigned. This position develops and maintains a staffing schedule for direct care staff (Residential Monitors and SRM’s) to assure adequate staffing of residential operations. Scheduling must meet the needs of the facility and employee leave request according to established policies. The responsibility includes assisting the Residential Director and Human Resources with interviewing potential applicants for direct care staff positions, recommends applicants for hiring, and oversees evaluation of all direct care staff according to established policies and procedures. Acts in the capacity of Risk Manager for SATF.
The successful candidate supervises two or more Residential Shift Managers and directs them in making all assignments of staff to shifts, staff duties or work schedules; provides important suggestions and recommendations to the Residential Director regarding operations. Develops, coordinates and implements collateral duties for direct care staff to include daily tasks for upkeep and repair of the Facility.
The Operations Manager oversees preventative maintenance program for Facility and Facility vehicles. Evaluates equipment needs and make requests to meet defined needs. Trains and provides refresher training to direct care staff in all phases of Program Operations, as well as policies and procedures.
Conducts daily inspections for safety, cleanliness and condition; includes conducting and documenting fire drills. Oversees the maintenance and documentation entries in the daily log of all events that take place in the Facility or in the Community, if residents are involved.
Supervises the implementation of searches of residents, and residents living quarters for contraband. Confers daily with administrative and professional staff on residents’ behavior and attitudes. Conducts regular inspections of Facility vehicles to ensure cleanliness and safe operation. Authorizes the scheduling of vehicles for repair or maintenance as needed.
Coordinates and audits inventory control of all Facility equipment to include locations and conditions while working with the CSCD Financial Services Section. Maintains an updated inventory of personal items belonging to residents in their lockers and in long -term storage according to the policies of CJAD, CSCD and local, state, and federal law. Required until the legal process is completed, and records are cleared.
Oversees the supervision of the collecting, testing and recording of resident urine samples. Maintains and stores Facility operating records and logbooks for inspection purposes.
Maintains direct care staff time cards, authorizes leave time and checks for accuracy of timekeeping system. Required to correct and finalize employee time accurately for pay purposes within Workday. Supervises training of direct care staff and updates training records when training is completed. Provides all direct care personnel with specific position-related training to assure consistency in re-enforcement of program goals and objectives and to assure the care given to resident population is non-punitive in nature. Orients new Residential Monitors regarding Program rules and regulations and provides refresher information. Ensures that that all persons work within job descriptions for direct care positions.
Assist Residential Director with recommendations on direct care staff regarding job performance and initiates disciplinary actions as directed. Request Residential Director authorization and manages all overtime for residential staff. Prepares and conducts performance appraisals on direct care staff utilizing established and required documentation.
Monitors the content of citation write-ups for clarity specificity and validity in accordance with policy and procedure. Audits Community Service Restitution and Disciplinary Work Hour activities for residents and assures accurate documentation of hours performed is maintained. Develops evacuation procedures to be approved by the Residential Director and verifies that emergency drills are conducted in accordance with policy and procedures.
Provides court testimony in a factual and objective manner when called upon by the court. Keeps abreast of and follows all policies and procedures of the CSCD and CJAD standards. Attends in-house training and complete all educational requirements by CJAD to maintain certification for the position. Performs other assigned duties.

EDUCATION and EXCLUSIONS: The Operations Manager must have a high school diploma or General Education Development (GED) certificate. Some college education is preferred but not required. Those excluded are a person employed as a peace officer is not eligible for appointment with the CSCD. Additionally, a person who is currently on probation or parole or serving a sentence for a criminal offense is not eligible to be employed with the CSCD. Those unable to handle CCH due to a Previous conviction.
CERTIFICATIONS AND LICENSES REQUIRED: If employee uses a personal or CSCD or County vehicle in the performance of CSCD related business, the employee shall possess a valid Texas driver's license and appropriate liability insurance. Must be qualified and may be required to obtain certification as a notary public. Must be "bondable".4. Must be certified to administer Cardiopulmonary Resuscitation and First Aid. Must complete residential case management course within first year of employment.
EXPERIENCE: Minimum of three (3) years' experience in residential programs, law enforcement, corrections or a related field. Previous experience in a supervisory or management capacity is preferred.
REQUIRED KNOWLEDGE and SKILLS: Knowledge of the criminal justice system and how it relates to Community Supervision Corrections Department; Knowledge of and ability to accurately demonstrate data entry/processing. Good knowledge of and ability to accurately demonstrate basic arithmetic. Knowledge of the Twelve Step Program is preferred. Knowledge of and ability to accurately demonstrate Facility maintenance and safety. Knowledge of and ability to accurately demonstrate vehicle maintenance systems. Must possess the necessary skills needed to: Use office equipment such as computer terminal, calculator, copier and fax machine. Effectively communicate both orally and in writing.

Specific vision abilities required by this job include close vision and the ability to adjust focus. Employee must be able to regularly attend and work a routine schedule of eight hours per day and forty per week.
