Description
Cultural Experts working as Tribal liaisons share the responsibilities for the Tribal liaison functions. The Tribal liaisons serve as the primary points-of-contacts for Federal and State-stakeholders, intertribal agencies, and Indian Tribal organizations.
- Identify broadband activities with potential Tribal interest and proactively engage with stakeholders regarding best practices for engagement with the Fort Bidwell Indian Community.
- Ensure consistency in Tribal Broadband outreach and consultation across the Fort Bidwell through ongoing communication with the Tribal Council, staff, and management.
- Implement technical responsibilities related to the Fort Bidwell’s Broadband program of cooperation and liaison with stakeholders.
- Conduct Tribal Broadband liaison activities in accordance with the Tribal Policy.
- Maintain effective communications with the Tribal council and other interested or affected organizations about Fort Bidwell’s policies and programs that are national, regional, or local in scope or programmatic activities that are based at the Fort Bidwell Tribal Reservation.
- Maintain liaison with Tribal relations offices of Federal agencies, such as the U.S. Department of Homeland Security, U.S. Environmental Protection Agency (EPA), and the U.S. Department of Energy (DOE) to collaborate on Tribal Broadband outreach and communication.
- Maintain liaison with Tribal Broadband contractors and regional and state agencies to collaborate on Tribal outreach and communication and to share outreach and consultation work.
- Assist Fort Bidwell Broadband staff in communicating and consulting with Tribal representatives.
- Develop and provide training to Fort Bidwell staff on Tribal consultation activities and Fort Bidwell technical assistance, broadband deployment, and general information systems assistance.
- Maintain external and internal website or intranet containing instructions on how and when to contact Fort Bidwell’s Tribal Broadband liaisons.
- Develop and maintain a database of State and Tribal contacts in collaboration with Fort Bidwell contractors to support the staff in written communications with Tribes on the Broadband regulatory actions and activities.
- Support staff in fulfilling National Environmental Policy Act and the National Historic Preservation Act (NHPA) responsibilities involving the public and Tribes.
- Maintain the Fort Bidwell Broadband toolbox that contains resources.
- Lead and coordinate the operation of appropriate working groups and committees that address agencywide issues related to Broadband and Technical Tribal outreach and consultation.
- Provide advice and support to the Fort Bidwell’s Tribal leadership on broadband and cultural Tribal matters, including coordination with applicable agencies and other needs of the Council and briefings for management, as requested.
Requirements
Required Education:
- · High school diploma or GED required.
- · Some work experience preferred but not required.
- · Exposure to Native American culture and/or spirituality preferred.
- · Must possess a valid driver’s license and maintain a driving record that is satisfactory to the Tribe’s insurance carrier.
- Skills and Abilities:
- · Excellent communication skills in verbal and written form to communicate clearly with Cultural Resources Department, Cultural Committee, Tribal Government, federal, state, or local governmental agencies and archaeological consultants.
- · Effectively able to present information and respond to questions from groups of managers, clients, customers, and the general public.
- · Strong interpersonal skills (both in person and by phone) using professional and courteous etiquette with cultural sensitivity to the diversity of a multi-cultural audience.
- · Maintains a high level of accuracy and confidentiality concerning Tribal matters by using tact, diplomacy, and an understanding of the organizational culture, climate, and/or poli-tics.
- · Performs duties with high integrity and responsibility and able to recognize and protect sensitive information.
- · Ability to work in a rapidly changing fast-paced environment.
- · Must be able to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- · Strong writing skills for writing reports, business correspondence, and procedure manuals.
- · Able to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- · Able to compute rate, ratio, and percentages and to draw and interpret bar graphs.
- · Able to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- · Capable of interpreting a variety of instructions furnished in written, oral, diagram, or schedule form.
- · Proficient in Microsoft Office applications with the ability to use email, spreadsheets, database management software including internet software, and spreadsheet software.
Physical Requirements:
- · Must be able to sit, stand, walk stoop, kneel, and crouch on a continuous basis.
- · Must be able to use hands and fingers to handle or feel work related items, manipulate (i.e., lift, carry, and move) light to medium weights of 10-50 pounds on a regular basis and over 50 pounds on an occasional basis, and/or perform heavy manual labor (occasionally in extreme weather conditions).
- · Sufficient hand-eye coordination, hand and finger dexterity including the ability to grasp items as needed, is required.
- · Visual acuity to operate equipment and read technical and safety information is a must.
- · Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
- Additional Conditions of Employment:
- · Must recognize, maintain confidentiality, and ensure security of sensitive Tribal Council matters and actions.
- · Ability to work with diverse population and with cultural sensitivity is required.
- · Hours worked may vary depending on special projects or as needed by the Department, including some evening, weekend, and occasional holidays.
- · Must be willing to sign the Tribe’s Non-Disclosure and Confidentiality Agreement and such other documents as the Executive Council may determine appropriate.
