Position Summary: Under the direction of the Committees on Special Education Senior Leadership, with wide latitude for independent initiative, judgment and decision making, the Operations Manager for Committees on Special Education (CSEs) will provide operational support to the Director of Finance and Strategy and Director of Human Resources and Operations. Main responsibilities include budget analysis and reporting, spend planning and purchasing support, staffing allocation and onboarding support and managing small to medium sized citywide operational processes and projects. The Operations Manager will also support leadership in ad hoc assignments for the operational effectiveness of the Committees on Special Education. This candidate will have fluidity with New York City Public Schools (NYCPS) systems. Performs related work.

Responsibilities
Manages purchasing implementation across all CSEs.
- Leads regular data analysis and statistical analysis to develop solutions to help the CSEs operate more efficiently.
- Creates reports based on analytical findings for CSE Leadership to drive management decisions.
- Develops and recommends process improvements.
- With the Director of Finance and Strategy develops operational policies and procedures that are most relevant to CSEs operations.
- Trains and supports all relevant staff in the use of CSE/CPSE operations reports.
- Leads budget analysis initiatives and generates related management reports that are utilized by committee members in budgetary decisions.
- Assists with budget allocation, policies, and procedures, including payroll administration.
- Reviews OTPS budget expenditures, allocation, scheduling, encumbrance, and other use of funds.
- Tracks daily hiring actions including all new hires/transfers.
- Supports with system transactions related to staffing and HR including but not limited to onboarding, payroll/HR inquiries.
- Supports CSEs Payroll/HR liaisons with their staff’s inquiries.
- Supports budget requests from all Chairpersons and provides appropriate recommendations.
- Supports with any projects/tasks, as needed.
Minimum
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
- Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.
- Excellent interpersonal skills in working with educational personnel.
- Knowledge of NYCPS policy, procedures, and the ability to interpret and apply policies effectively.
- Ability to effectively communicate with other NYCPS divisions, Non-Public Schools and other city agencies.
- Sufficient knowledge to navigate and utilize NYCPS operational systems such as Galaxy, Cognos, FAMIS, EIS, SESIS, CAP, ATS, etc.
- Proficient in Microsoft Office 365 applications and other computing systems.
- Well-organized and effectively prioritized in a demanding environment.
- Passion for supporting students with disabilities and their families.
