Position Summary: The Office of Pupil Transportation (OPT) is dedicated to providing the students of New York City with safe, clean transportation. Regional Directors, OPT will be responsible for the provision of busing within a borough. Each Regional Director will be responsible for the safe, efficient, timely and reliable transportation of all bused children as measured by surveys of principal satisfaction, counts of complaints, reports of routing problems and discrepancies, delays in routing of children, ratios of children per bus and numbers of supplemental attendants used. Performs related work.

Depending on borough assignment, each Regional Director will be responsible for the routing of approximately 17,495 to 41,998 (total 135,151) children which encompasses 599 to 1,793 (total 6,302) routes.

Reports to: Executive Director of Transit Services, OPT

Direct Reports: Managerial and non-managerial staff, including operations and account management experts. Managerial staff includes grades G2 through G4.

Key Relationships: Relationships will be fostered with all levels of staff and management within OPT as well as other Department of Education (DOE) and state offices, principals, parents, and school community. Regional Directors will be reporting to the Executive Director of Transit Services, OPT with direct accountability of proper busing, and will represent the senior staff charged with the policy making decisions within OPT directly effecting the education of the students of New York City.

Responsibilities

  • Develops and implements pupil transportation policy.
  • Coordinates, oversees, and monitors the implementation of policies established in all areas related to school transportation. Effectively administers operations within an OPT geographic location.
  • Maintains a standard set by the Senior Executive Director. Effectively executes business strategies from inception to implementation.
  • Designs, develops, and implements new policies and procedures relative to ensuring the improvement of pupil transportation. Reviews standing policies and procedures relative to the same. Recommends to the Executive Director high level policy change that affect student transportation.
  • Manages the accountability of operations and administrative functions within a geographic location. Makes presentations regarding executive management reporting to the Executive Director and the Senior Executive Director. Answers to the Senior Executive Director on fiscal responsibilities, downsizing and expansions of busing services. Is held accountable on matters related to student busing.
  • Establishes and maintains a close working relationship with high level staff throughout the Department, including executive directors, bureau managers and office managers. Activities in this area include but are not limited to resolving highly sensitive and/or complex matters; ensuring the appropriate development, initiation, and completion of special school transportation projects; conducting ongoing liaison in all such special projects and activities, as required.
  • Interfaces closely with senior business leaders in the Technology and Infrastructure areas.
  • Represents the Executive Director at conferences and meetings with DOE representatives, City agencies, contractors and all other concerned individuals and groups on matters pertaining to school transportation planning.
  • Collaborates with the Executive Director on strategic planning initiatives ensuring consistency of quality, standards, and reporting. Creates comprehensive and sophisticated reports on issues, trends and causes, and effectuates positive change through visionary leadership.
  • Coordinates and assists in prioritization, communication, and monitoring of OPT initiatives. Provides proactive assistance to the Executive Director in managing business initiatives working with business and functional groups to improve internal and external service levels.
  • Directs the comprehensive review and analysis of reports and studies covering a wide variety of subjects that are submitted to the office of the Executive Director for consideration. Recommends actions and prioritizes the response to issues identified in such reports.

Qualification Requirements

Minimum

  • A baccalaureate degree from an accredited college and four years of satisfactory full-time experience in purchasing and or inspecting supplies, materials, products and services such as: paints, linoleum, hose, sand, brick, wire, shades hardware and tools, plumbing, electrical machine shop, building and cleaning supplies; furnishings and furniture, lumber and wood related products, metals, equipment, foods, drugs and chemicals, fuel, textiles, printing, stationery, automotive equipment and/or repairs, transportation services and other comparable items and/or services; at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or
  • An associate degree from an accredited college, plus six years of satisfactory fulltime experience as described in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or
  • A four-year high school diploma or its educational equivalent and eight years of satisfactory full-time experience as described "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or
  • A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit may be substituted for experience on the basis of 45 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma or its educational equivalent and at least three years of satisfactory full-time experience as describe in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity.

Preferred

  • Candidates with a MBA, MPA or ASQ certification.
  • Strong management skills related to the improvement of computerized and/or transportation platforms in a company or organization.
  • Effective experience with policy making decisions.
  • Successful experience in transportation operations and senior level management abilities.
  • Ability to prepare written reports and presentations clearly and concisely.
  • Ability to make critical analyses in determining courses of action.
  • Ability in leadership and management.

Salary: $126,054 - $138,659

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
