Position Summary: The Senior Business Analyst is to play a crucial role in optimizing and supporting our applications in the Finance and HR sector. This position will serve as a strategic partner, connecting business needs with system capabilities, driving process improvement, and ensuring program effectiveness. The Senior Business Analyst will oversee multiple complex projects ensuring timely and accurate programming, interfacing with the users, and overseeing complex application testing, including the quality assurance function. Performs related work.

Key Relationships: Collaborate with all NYC Public Schools (NYCPS) departments and external parties, including clients of all agencies financial systems such as the Galaxy, FAMIS, NYCAPS, and Payroll, the Division of Human Resources (DHR) systems support team and staffing support teams, and DIIT staff to ensure that all source code for software applications specifications aimed at aiding customers with computer tasks or programs are met.

Responsibilities
- Holds senior-level technical responsibilities for conducting highly complex technical analysis of various IT projects and software needs and performs operational and procedural analysis of systems to define business and system requirements that meet key business objectives.
- Serves as in-house subject matter expert and authority in business systems analysis including operational studies and facilitates the implementation of new processes and systems.
- Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, user scenarios, scenarios, business analysis, task and workflow analysis.
- Utilizes enterprise-wide requirements definition, management systems and software life cycle methodologies to proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following factors as needed: Functional requirements/Business Requirements Document (iii), Use Cases, Graphical User Interface (GUI), Screen and Interface designs.
- Prepares and develops functional specifications that define the proposed system to meet business requirements, according to standard templates using natural language.
- Collaborates with developers and subject matter experts to establish the technical vision by analyzing usability and performance needs tradeoffs.
- Serves as a liaison between the business units and technology teams that support purchased software.
- Conducts all forms of testing on the developed code and troubleshoots applications.
- Analyzes end-user requests for information and production support issues and creates ad hoc reports from various databases using query tools.
- Ensures that all necessary documentation is completed for the migration to production and maintains technical documentation throughout the process.
Minimum
- A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in computer science or a related computer field and two years of satisfactory full‐time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design, including one year in a project leader capacity or as a major contributor on a complex project; or
- A four‐year high school diploma or its educational equivalent and six years of satisfactory full‐time computer software experience as described in ʺ1ʺ above, including one year in a project leader capacity or as a major contributor on a complex project; or
- Education and/or experience equivalent to ʺ1ʺ or ʺ2ʺ above. College education may be substituted for up to two years of the required experience in ʺ2ʺ above on the basis that 60 semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of the required experience in ʺ1ʺ or ʺ2ʺ above. However, all candidates must have at least a four‐year high school diploma or its educational equivalent and at least one year of satisfactory full‐time experience in a project leader capacity or as a major contributor on a complex project.
