What are the responsibilities and job description for the Director of Operations (MONS) position at NYC Department of Housing Preservation & Development?

**This position is detailed to the Mayor's Office**

The New York City Mayor’s Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. New York City Mayor Eric Adams is head of the executive branch of New York City's government. Previously, Mayor Adams has served the people of New York City as an NYPD officer, state senator, and Brooklyn borough president.

The Adams’ administration is leading the fight to serve the people of the greatest city in the world, ensuring delivery of efficient and effective services, working to make New York City’s economy stronger, reducing inequality, improving public safety, and making the city more affordable that meets the needs of all New Yorkers. We value leadership, transparency, fairness, and efficiency as we actively seek diverse talents from various sectors to join our team. For current job opportunities visit our careers page.

The Team You’ll Work With

New York City nonprofits engage millions of residents each year in critical programs, from arts and culture to community building to housing, and the sector employs nearly a fifth of all NYC workers. The City across all agencies contracts and collaborates extensively with nonprofits for a range of public services. Recognizing nonprofits’ essential role in the fabric of the City, in late 2021, the City Council passed Int. 1784 to establish a Mayor’s Office of Not-for-Profit Services.

The Mayor’s Office for Nonprofit Services will engage with and support both New York City’s nonprofit sector and City agencies that contract with nonprofit partners. Among its core functions, the Office will serve as a hub to engage and communicate critical information to nonprofits, develop and coordinate the delivery of capacity-building programs to support nonprofits to more easily contract with the City, research the health of the sector, and coordinate activities to advance the recommendations of the Joint Task Force to Get Nonprofits Paid on Time.

The Problems You’ll Solve

As a part of the Mayor’s Office for Nonprofit Services (MONS), you will tackle key challenges nonprofits face when contracting with the city. The role is centered on solving problems such as inequitable access to contracts, particularly for smaller and BIPOC-led organizations, and addressing delays in payment processing that can jeopardize the sustainability of vital services. You will work on improving the capacity of nonprofits to manage contracts and operations, helping streamline city procurement processes, and ensuring that nonprofits have the tools and support they need to thrive in delivering essential services to New Yorkers.

About You

Working in close coordination with the Executive Director, the Deputy of Operations will have wide latitude for independent action and decision-making in developing and managing the office’s collaboration with internal and external partners and stakeholders. The Director of Operations will perform the following job responsibilities, which include and are not limited to:

  • Oversee and manage special projects to ensure appropriate goals and timelines are met.
  • Ensure intra-office coordination, promoting positive and efficient relationships, and communication between all teams.
  • Support internal/external stakeholder communications by acting as a liaison with City Hall, City agencies, community advocates, elected officials, and civic organizations.
  • Assisting in coordinating the implementation of project management tasks associated with a wide array of initiatives.
  • Work closely with the Executive Director to establish systems and processes to ensure the Office is effective and operates in an efficient manner.
  • Work with MONS leadership to help guide projects through administrative hurdles and towards implementation.
  • Guide and support staff in project design, resolving operational challenges, and pursuing additional strategic collaborative relationships with nonprofit partners and city agency staff to advance our goals.
  • Lead and manage additional projects as needed.

Preferred Skills

The Director of Operations will demonstrate a successful combination of the following key personal qualities, attributes, and professional qualifications:

  • Two or more years of experience in City government, with a preference for experience relating to work with nonprofit health and human services providers.
  • Knowledge of/experience with City procurement, contracting, and budget processes.
  • Demonstrated ability to build consensus among diverse City and external stakeholders.
  • Demonstrated experience leading the implementation of cross-agency initiatives.
  • Experience working with nonprofits of a wide range of sizes and understanding of the organizational challenges they face, including barriers to contracting with the City.
