The NYC Health Department's Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) falls within the Division of Disease Control, oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS's over 500 staff members work across eight programs: Administration, HIV Care and Treatment, HIV Epidemiology, HIV Prevention, Policy and External Affairs, Racial Equity and Social Justice Initiatives, STI, and Viral Hepatitis.
Reporting to the Executive Director of the STI Program, the Director of Surveillance will: manage the day-to-day programmatic and administrative functions of the STI Surveillance Unit; establish goals and objectives of the Surveillance Unit that align with grant requirements, Bureau objectives, and agency priorities; and supervise 5 subunits (6-7 direct reports) within the Surveillance Program.

Duties Will Include But Not Be Limited To
- Oversee surveillance for STIs and ensure timely reporting, cleaning, analysis, and dissemination of surveillance data.
- Perform complex data analyses to describe the epidemiology of STIs in NYC, produce reports and scientific manuscripts, and respond to data requests.
- Oversee development, implementation, and maintenance of electronic surveillance systems in partnership with Division of Disease Control and other agency programs.
- Coordinate and collaborate with state and local partners, including laboratories and clinical providers, for optimal reporting and data dissemination.
- Plan, design, and supervise surveillance-based epidemiologic studies, including studies involving matching of multiple datasets.
- Collaborate closely with the Director of Case Investigation and Partner Services on policies and procedures around disease investigation and intervention.
- Contribute to surveillance-related grant applications and progress reports.
- Supervise and train staff including research scientists, public health epidemiologists, and public health advisors.
- Experience in overseeing public health surveillance programs.
- Subject matter knowledge of sexually transmitted infections.
- Supervisory experience.
- Previous collaboration with city, state, and federal partners on surveillance projects and initiatives to improve surveillance systems.
- Excellent interpersonal, written and verbal communication skills.
- Experience with developing and delivering oral presentations.
- Ability to multi-task in a fast-paced environment.
- Demonstrated ability to work with a diverse set of staff, such as public health investigators, epidemiologists, and surveillance system analysts.
- Advanced skills in SAS, SQL, and other analytic software for data management and analysis.

Minimum Qualifications
- For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
