The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Office of Human Resources (OHR) is a critical component in managing the agency’s most valuable resources, our employees. The Office of Human Resources holds a broad spectrum of responsibilities that contribute directly to ACS’ vision of offering comprehensive, quality services that empower children and families to thrive. ACS’ Office of Human Resources’ primary functions include developing and implementing the agency’s human resources policies and procedures, recruiting, and hiring qualified candidates for open positions, providing onboarding and training to new employees, managing employee performance and compensation, and ensuring compliance with all applicable employment, civil service, and labor laws. In addition to our primary functions, the Office of Human Resources provides a variety of other services to employees, such as career development, employee benefits, and wellness programs. The Office of Human Resources also works in partnership with ACS program areas and divisions to provide initiatives and services that nurture and develop an environment of employee empowerment, advocacy, and involvement in the organization while attracting and cultivating a diverse dynamic workforce.

The Office of Human Resources’ Human Resources Business Partner unit (“HRBP”) liaises with ACS divisions by facilitating the flow of information and human resources activities between divisions and the Office of Human Resources. The HRBP unit ensures that programmatic support, staffing, organizational needs, and agency goals are efficiently and expeditiously met. The HRBP unit partners and collaborates with other Human Resources unit leaders to enhance the work environment and establish and enforce sound business principles and practices.

The HRBP Manager Responsibilities Include

  • Supervise and ensure that the members of the HRBP team in their respective divisions are equipped with the right skills, tools, and talents necessary for executing their duties.
  • Maintain a full perspective of the Agency’s business, placing emphasis on employee relations, policies, and people management procedures in application.
  • Partner with other HR directors and leadership in the deliberation and establishment of both short- and long-term divisional strategies.
  • Collaborate with senior HR management to develop and execute a full cycle approach to human resource management focused on recruitment, development, on-boarding, performance management, retention, succession planning, talent sourcing, and leveraging workforce analytics.
  • Remain informed of technical HR skills, knowledge, and expertise, including knowledge of legal mandates and the latest trends and best practices to ensure that the HRBP team maintains the same level of proficiency.
  • Interact effectively with division heads, hiring managers, HR directors, and business partners to guarantee proper implementation of various management strategies and procedures that will ultimately lead to improved operational and HR management performance.
  • Serve as the Agency’s lead career counselor in compliance with Local Law 75 and provide supervision to the alternate career counselors (HR Business Partners).
  • Offer career counseling services to thousands of employees annually, and provide general and demographic reports to agency leadership, city hall, and city council.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

The preferred candidate will possess the following skills: - Advanced MS Office skills, including experience with creating Excel Pivot Tables and utilizing Excel functions - Experience and knowledge of City of New York Human Resources processes - Ability to supervise and provide direction to staff - Detailed oriented with problem solving skills - Ability to implement Human Resources programs and procedures - Knowledge of NYCAPS, PMS, and other citywide automated systems, etc.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
