NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.

Duties and responsibilities will include but are not limited to:
- Under managerial direction, with the broadest scope for the exercise of independent initiative and judgment, plan, manage and execute the migration of Noticing components from the current Mainframe as well as into client server technology. This includes vendor (Tyler technology, Exstream) as well as OTI migration(s).
- Maintaining the Exstream application(s) and components.
- Creating, maintaining, and applying document design, delivery objects and standards.
- Creating, maintaining, and applying new database content such as pages, text, charts, tables and logos.
- Maintain integration points with Exstream and other peripheral systems/applications.
- Maintain proper backup and recovery protocol.
- Develop, debug and unit test new components or changes.
- Develop plans and timelines for solution delivery in Noticing.
- Production support including problem resolution working with Production Control, other systems and /or vendor(s). This may require overtime.
- Support application documentation. Keep documentation updated and available.
- Support deployments and upgrades. This occasionally will require holiday and/or weekend work hours.

Minimum Qualifications
- A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
- An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
- A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
- Education and/or experience which is equivalent to "1", "2", or "3" above.
- Excellent communication skills. -Well organized with strong time management skills. -Familiarity with all aspects of OpenText xPression and Exstream Dialogue product(s), including installation, configuration, code development, customization, and implementation. -Experience in creating various types of templates, such as letters, statements, bills, year-end statements, tax forms, and email notifications. -Familiarity with requirements analysis, design specifications, development, and testing of Dialogue. -Proficiency in coding and/or application components and translating functional specifications into technical specifications. -In-depth knowledge of page components, such as text boxes, tables, logos, and pict.
