Major Responsibilities
- Under general supervision, with latitude for independent initiative and judgment, perform responsible work for the Purchasing and Accounting division.
- Write bid specs and bid and award of Purchase Orders and Contracts for goods and services.
- Process all procurement actions in PASSPort and/or the Financial Management System (FMS).
- Work with Agency staff to determine needs. Perform outreach to find vendors who can supply those needs.
- Once purchase order or contract is registered, perform all post registration functions including delivery and price adjustments and issues.
- Ensure all citywide procurement policies are followed.
- Ensure M/WBE participation goals are met in award of purchases.
- Perform vendor background checks before award.

Minimum Qualifications
- A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Excellent interpersonal, customer service and presentation skills. 2. Proficiency in Microsoft Word, Excel and Access. 3. Experience with the FMS, APT and/or the procurement process in government. 4. Knowledge of New York City procurement procedures.
